Background Summary:
The Ocoee City Commission approved the implementation of the new Ocoee Neighborhood Matching Grant
Program at their meeting on October 15, 2019. The grant program was formerly known as the Most Valuable
Partnership Awards (MVP). Staff revamped the MVP to simplify and improve the application process and
criteria.
The Neighborhood Matching Grant Program is held annually. This year’s grant cycle opened on February 11,
2025. Applications were due on March 14, 2025. Per City Commission approval, the deadline was extended to
April 25, 2025. The neighborhood grant program is for homeowner associations (HOA) and neighborhoods
that do not have a structured HOA. The goal of the grant program is to assist residents with making
improvements to their neighborhoods. The maximum matching grant award is $2,000. Applicants pay for their
improvement projects, and then get a portion back, up to a maximum of $2,000. Given the nature of the grant
program, which is to improve city neighborhoods, the Development Services Department conducted the
primary review of applications.
Nine (9) Homeowner Associations submitted grant applications for this grant cycle. One HOA’s grant
application, Forest Lake Estates’ application, is in question because the applicant finished their project before
it was approved. Forest Ridge’s original application was not recommended due to zoning concerns. Forest
Ridge was given the opportunity to change their project, which staff now recommends. The total amount
requested by the nine neighborhood associations is $17,500.00.
1. Forest Lake Estates
Replace and enhance declining plant material at main community entrance.
Amount requested: $2,000 Staff recommendation: $2,000
2. Forest Ridge
Tear down broken playground, replace with sod and possible concrete extension for common area.
Amount requested: $2,000 Staff recommendation: $2,000
3. Forest Trails
Remulching of common areas, including entrances, lift stations, pool, and clubhouse areas.
Amount requested: $2,000 Staff recommendation: $2,000
4. Lake Johio Shores/Waterside

Paint all 4 entryway signs. Pressure washing of the exterior brick walls, sidewalks, and curbs.
Amount requested: $2,000 Staff recommendation: $2,000
5. Plantation Grove (Windemere Groves)
Enhance entrance by redoing community sign and landscaping/irrigation.
Amount requested: $2,000 Staff recommendation: $2,000
6. Preserve at Crown Point
Install ADA certified mulch at the main entrance playground at a depth of approx. 5".

7. Sleepy Harbour
Trim oak and palm trees on neighborhood lot/park, such that sun can shine through to allow sod growth.

8. Silver Glen
Replacing landscaping and removing trees, shrubs, adding flowers and plants.
Amount requested: $2,000 Staff recommendation: $2,000
9. Willows on the Lake
Dock-Common Area tree, shrubbery, and greenery replacement.

Issue:
Should the Honorable Mayor and City Commissioners approve the Neighborhood Grant funding
recommendation?
Recommendations: The total amount requested by the grant applicants is $17,500. There is $28,000
allotted for the neighborhood grant program.
• Forest Ridge – Conditional approval based on meeting the following requirement:
HOA must obtain a permit for any new concrete or pavers in the common area.
• Sleepy Harbour - Conditional approval based on meeting the following requirement:
HOA must obtain a permit for the removal of dead palm trees.

Financial Impacts:
The total grant funding requested by all applicants is $17,500. There is $28,000 available for the grant
program in FY 2024/25. Therefore, the total amount recommended for award is $17,500.
