(City Clerk Sibbitt) Background Summary: The Code Enforcement Board was created by Ordinance No. 741 on June 16, 1981. The purpose of this Board is to review residential property infractions of the City Technical Codes, negotiate compliance and impose fines for failure to comply. The City utilizes a magistrate apart from the Code Board for code enforcement issues involving commercial properties. The Code Enforcement Board shall consist of seven (7) regular members and two (2) alternate members, all with three-year terms. Currently, the Board has six (6) regular members and no alternate members. There are three (3) regular member seats with terms set to expire June 2025, one (1) vacant regular member seat with a term set to expire June 2027, and two (2) vacant alternate member seats. At the Regular City Commission Meeting held on May 20, 2025, the Police Department requested that the City Commission reconsider the current use of the Code Enforcement Board and proposed that all code enforcement cases, both residential and commercial, be referred to a Special Magistrate instead. This request stemmed from the Board’s inability to meet since October 2024 due to a lack of quorum. The Commission discussed the potential of utilizing a Special Magistrate as well as the option of restructuring and maintaining a citizen-based Board. Ultimately, the City Commission voted to retain the existing seven-member Code Enforcement Board and to begin accepting applications to help ensure future quorums. An application has been submitted by Ravi Bickram, expressing interest in being appointed as a regular member of the Code Enforcement Board to fill the term ending in June 2027. Currently, there are no other applications on file for this Board. Staff has contacted the three (3) regular members whose terms expire in June 2025 to determine their interest in reappointment and requested that they submit updated applications. Information regarding board attendance and the potential reappointment of current members will be presented at the June 17, 2025, City Commission Meeting for discussion and consideration. Issue: Should the Honorable Mayor and City Commissioners consider appointing Ravi Bickram to serve as a regular member on the Code Enforcement Board to complete the vacant term ending June 2027? Recommendations: Staff recommends the Honorable Mayor and City Commissioners consider appointing Ravi Bickram to the Code Enforcement Board as a regular member to complete the vacant term ending June 2027.
