(Assistant City Manager Rumer) Background Summary: Pursuant to the direction provided by the City Commission during its April 2, 2024, meeting—at which the Commission unanimously reached a consensus for staff to proceed with an another formal request to the United States Postal Service (USPS) to consolidate the City’s existing six (6) ZIP Codes into one (1) unique ZIP Code for the entire Ocoee community. This request was sent to the Postmaster General and copied to all relevant state and federal elected officials. On August 23, 2024, the City received an acknowledgment via email confirming that the USPS had received the request. However, despite multiple follow-up inquiries seeking a status update, no additional response has been received to date. Subsequently, H.R. 672 was introduced in the current 119th Congress by Representative Mario Diaz-Balart and co-sponsored by Representative Daniel Webster, which would require the USPS to designate a single, unique ZIP Code for each of fourteen (14) specified communities, including the City of Ocoee and the following 13 communities: o Eastvale, California o Scotland, Connecticut o Castle Pines, Colorado o Silver Cliff, Colorado o Hollywood, Florida o Miami Lakes, Florida o Urbandale, Iowa o Franklin, Wisconsin o Greenfield, Wisconsin o Village of Caledonia, Wisconsin o Village of Mount Pleasant, Wisconsin o Village of Somers, Wisconsin o Mills, Wyoming H.R. 672 passed the House Oversight Committee 41-1 and is on its way to the House Floor for consideration next month. Based on the information received and the comments that were shared at the Oversight City of Ocoee ▪ 1 N. Issue: Should the Honorable Mayor and City Commissioners approve a Resolution for City Commission Support for H.R. 672 (Representative Mario Diaz-Balart) to direct the United States Postal Service to designate single, unique ZIP Codes for certain communities, including Ocoee? Recommendations: Staff recommends the Honorable Mayor and City Commissioners approve a Resolution for City Commission Support for H.R. 672 and authorize staff to take any actions to further the cause. Resolution HR 672 Unified Zip Code Financial Impacts: None Type of Item: Consent RESOLUTION NO. 2025 - _____ A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, EXPRESSING SUPPORT FOR H.R. 672, A BILL INTRODUCED BY REPRESENTATIVE MARIO DIAZ- BALART, TO DIRECT THE UNITED STATES POSTAL SERVICE TO DESIGNATE SINGLE, UNIQUE ZIP CODES FOR CERTAIN COMMUNITIES, INCLUDING OCOEE; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Ocoee desires to have one unique unified zip code for the City of Ocoee; and WHEREAS, the City Commission of the City of Ocoee has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes; and WHEREAS, the City Commission of the City of Ocoee finds USPS to review the City of Ocoee’s Zip Code boundaries in relation to the City’s boundaries and make changes to ensure all properties within the City limits are assigned to the same Postal City Code: and WHEREAS, the City Commission of the City of Ocoee finds that H.R. 672, introduced in the 119th Congress, which directs the United States Postal Service to assign unique ZIP Codes to certain communities—including the City of Ocoee—is a valid and necessary measure to address longstanding ZIP Code-related issues; and WHEREAS, this Resolution shall become effective immediately upon passage and adoption. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, AS FOLLOWS: SECTION 1. The City Commission of the City of Ocoee has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. SECTION 2. That Ocoee’s citizens are currently being serviced by six (6) USPS Zip Codes, with one (1) having the Ocoee city identifier and 34761 Zip Code, which negatively impacts Ocoee’s citizens financially and public service deliverability. SECTION 3. The City Commission hereby expresses support for H.R. 672, which was introduced in the 119th Congress, which directs the United States Postal Services to assign a unique ZIP Code to certain communities - including the City of Ocoee.
