The selected firm will provide full architectural and engineering services for the development of a new police headquarters. The required services shall include the development of a space needs program, structural, mechanical, and electrical engineering services, civil, traffic, cost estimating, landscape and irrigation design, signage and graphics, and security system design, and other services in accordance with the RFQ package. Issue: Award of Architectural & Engineering Services for the development of a new police headquarters to the top-ranked firm, HKS Architects, Inc., recommended by the Selection Committee. Recommendations Staff recommends that the City Commission award the Contract for RFQ #0704 to HKS Architects, Inc., and authorize Staff to proceed with contract negotiations with HKS, and authorize the Mayor, City Clerk, and Staff to execute all necessary contract documents. Per State of Florida CCNA Act Statute 287.055, if contract negotiations are unsuccessful with the top- ranked firm, staff shall terminate negotiations and initiate presentations with the second-and third ranked firm, then initiate negotiations with the second ranked firm and so on, until an agreement is reached. BACKGROUND/DISCUSSION In compliance with State Statute Section 287.055 (CCNA Act) and policies and procedures ofthe City ofOcoee Purchasing Code Chapter 21, a Request for Qualifications (RFQ) was advertised with the intention to award a contract to one (1) qualified professional architectural and engineering firm. The selected firm will provide full architectural and engineering services for the development of a new police headquarters. The required services shall include the development of a space needs program, structural, mechanical, and electrical engineering services, civil, traffic, cost estimating, landscape and irrigation design, signage and graphics, and security system design, and other services in accordance with the RFQ package. The City anticipates building a structure that will provide for the needs of the City through 2025. The current population of the City is approximately 33,000 and it is anticipated that the population will be 73,771 by the year 2025. In addition, the new building is projected to be a multi-story structure of approximately 26,000 square feet. The Police Department currently occupies a total of 10,124 square feet at two locations. The majority of functions for the Department are housed at the City Hall Complex, located off Bluford A venue. It is the desire of the City to consolidate the Department's functions in a new building at the comer of A.D. Mims Road and Clarke Road. Twelve acres of land has recently been purchased for this project at this location. It is anticipated that the project will use approximately 4 acres of this site with the remainder being used for future development by the City or sold for private development. 1 The Finance Department reviewed the qualification packages and all were considered responsive. Complete copies of all qualification packages are available in the Finance Department for your review. The qualification packages were evaluated by the RFQ Selection Committee, which consisted of six (6) members: Ron Reffett, Police Chief; Jamie Croteau, Assistant City Manager; David Wheeler, City Engineer; Wanda Horton, Finance Director; Steve Krug, Public Works Director; and Charles Smith, Utilities Director. The public RFQ Selection Committee meeting was held on September 24, 2007 to evaluate the seven (7) responses and shortlist to the top three. The Selection Committee identified and ranked the firms on specific evaluation criteria. The Selection Committee recommends contracting with the top-ranked firm. Our due diligence analysis of the requirements of this project is the process that was instrumental in guiding us with the assembled selection of professional Architects, Engineers and Supporting Consultants many of whom have worked together providing criminal justice system planning and design services for other jurisdictions, and whose credentials, relevant experience and project data are presented in the body of this response as the Design Team. Strollo Architects, a nationally recognized architectural firm with deep experience in the successful planning and design of Public Safety Architecture, will bring our planning, assessment, design and project management skills to this project in our role as Prime Architect and Manager of the entire design process. This leadership role will manifest itself in the person of J. Pat Strollo, Architect! Principal-In-Charge who has performed this role for all of our criminal justice projects. We believe, through our completed projects and our vast experience in providing architectural and engineering services for criminal justice facilities, Strollo Architects is strongly positioned for consideration to perform this work. (ADG), is pleased to provide this statement of interest and qualifications for the Ocoee Police Department Headquarters. ADG is a nationally-recognized firm that specializes in the programming and design oflaw enforcement, public safety, fire, and EOC / communications, and mu- nicipal facilities. With our previous experience providing programming and architectural design services to police and municipal clients, including the City of Ocoee, we believe our team is uniquely qualified to work with your municipality, as reflected by the following, which are noted in greater detail in the body of this submittal: FAMILIARITY WITH THE CITY OF OCOEE Architects Design Group, Inc. has been working with the City since 1999 providing programming services for the Ocoee Police Department as well as programming and design services for the City of Ocoee' s Main Fire Station. Our firm has an excellent working relationship with the City as noted below. Ocoee Police Department- ADG was selected by the City of Ocoee to conduct a spatial needs assess- ment for Ocoee's Police Department facilities. During the study, the ADG staff reviewed city codes and development requirements, considered demographic information relative to projected growth, met with af- fected department heads, interviewed staff, and extensively toured the current facilities. ADG then com- piled the information into a space needs analysis which documented current need and future needs as well as presented developmental options, costs and recommendations. Ocoee Main Fire Station- ADG provided the City with programming, site planning, architectural design, and construction admini- stration for a new 19,500 Square foot Main Fire Station that also includes Fire Ad- ministration. The fully-operational station has been acknowledged as an asset to the City's Main Street redevelopment initiative. The four-apparatus bay station includes an emergency operations center, a training room, support areas, and crew quarters. The Fire Administration part of the facility includes office space for the Fire Chief, Fire Loss Prevention, Training, EMS, and Resource Management. EXTENSIVE EXPERIENCE WITH SIMILAR PROJECTS We want to emphasize that the requirements of this RFQ are exactly what we have accomplished for ap- proximately 150 Municipal Clients across the United States. BACKGROUND The City anticipates building a structure that will provide for the needs ofthe City through 2025. The current population of the City is approximately 33,000 and it is anticipated that the population will be 73,771 by the year 2025. The Police Department currently occupies a total of 10,124 square feet at two locations. The majority of functions for the Department are housed at the City Hall Complex, located off Bluford A venue. It is the desire of the City to consolidate the Department's functions in a new building at the corner of A.D. Mims Road and Clarke Road. Twelve acres of land has recently been purchased for this project at this location. It is anticipated that the project will use approximately 4 acres of this site with the remainder being used for future development by the City or sold for private development.. C. SCOPE OF SERVICES Architectural and Engineering services needed for this project include the development of a space program for the facility. The program/plan should estimate space needs through the year 2025 and include: conceptual blocking and stacking diagrams for building space allocations, recommended adjacencies, and circulation systems. Besides those services mentioned above, the Architectural and Engineering services to be provided include structural, mechanical, and electrical engineering services, civil, traffic, cost estimating, landscape and irrigation design, signage and graphics, and security system design. These services will also include Construction Procurement Services (including the production of Bid/Contract Documents - Drawings and Specifications, attendance at pre-bid meetings, etc.), Contract/Construction Administration (including reviewing change orders and substitution requests, site visits, etc.) and schedule development and monitoring. D. SUBMITTALS Qualification Packages shall be designed to portray to the City how the Respondent's range of services can best achieve the anticipated Scope of Services. In order for the City to evaluate the Qualification Packages, each Respondent shall provide information relative to their ability to provide services that will best meet the needs of the City. EVALUATION CRITERIA The city will appoint a committee consisting of members of its staff to evaluate submittals based on the Evaluation Criteria. The Evaluation Committee may hear presentations from the top firms and may evaluate the firms using a different type of criteria from that listed below. Site visits to similar projects may be part of the evaluation process. The committee will present their findings to the City Commission to award the contract to the firm considered to meet the best interest of the City. The City shall be the sole judge of its own best interests, the submittals, and the resulting agreements. The City Commission's decision shall be final. The Qualification Packages will be reviewed and evaluated in accordance with the following criteria and weighting factor: Qualifications and Experience: 0-80 Points · Qualifications of the firm, proposed personnel and Subconsultants, if any; · Review history of proposed team, number of projects worked on as a team, years of association and quality of service provided on past projects; · Similar work experience; Similar work experience to be credited means the design of jails, courthouses, or police stations; · References, Past Performances; · Quality Control Procedures; · Project Approach; · Minority Business Enterprise certification of the firm. SELECTION PROCEDURES & CONTRACT NEGOTIATIONS The criteria for selection shall be based on the selection criteria above, including the firm's qualifications, location, past performance, and reference check. The City reserves the right, before awarding the contract, to require a Respondent to submit such evidence of its qualifications, as it may deem necessary. The City shall be the sole judge of the competency of Respondents. The City will attempt to negotiate an agreement with the top-ranked Respondent. If no agreement is reached with the top-ranked Respondent, negotiations will be terminated and initiated with the second- ranked Respondent, and so on, until an agreement is reached. The successful Respondent shall be required to execute an agreement which provides, among other things, that all plans, drawings, reports, and specifications that result from Respondent's services shall become the property of the City. Upon the successful negotiation of an agreement, a formal contract will be prepared and submitted to the City Commission for approval, and executed by both parties. G. BID PROTESTS The City's Finance/Purchasing Department will consider Bid Protests seeking contract award, damages, and/or any other relief. Any Bidder seeking to file Bid Protest SHALL use the following procedures: 1. A bidder SHALL file a written Bid Protest under this Article, or be barred any relief. 2. A Bid Protest: (a) must be in writing (oral protests will NOT be acknowledged); (b) the content of the Bid Protest shall fully state the factual and legal grounds for the protest and the legal basis for the relief requested; and (c) The Bid Protest shall be filed with the Purchasing Agent not later than three (3) calendar days after the posting of the notice of intent to award or recommendation of award by staff. 3. After a Bid Protest has been properly filed with the City, the City, by and through its Purchasing Department shall make a determination on the merits of the protest not later than five (5) business days after receipt of the protest. If the City denies the protest, the City may proceed with award of the Contract unless enjoined by order of a Court of competent jurisdiction. 4. A Bid Protest SHALL be limited to the following grounds: (a) issues ansmg from the procurement provisions of the Project Manual and/or the Bid Package or Contract Documents; and/or (b) applicable federal, state or local law.
