INVOCATION: Vice -Chair Lewis initiated the moment of silence. PLEDGE OF ALLEGIANCE: Member Fernandez led the Board in the Pledge of Allegiance to the U.S. flag. . • • present, PRESENT: Members: Chair Bandur, Vice -Chair Lewis, and Members Bickram, Fernandez,, Schultz, and Smalldon. Also present: Board Attorney Skip Fowler, Code Enforcement Sergent Coleman, Code Enforcement Clerk Decruiz, and Code Enforcement Officers Loeffler, and Rodriguez. ABSENT. (3). —Trash and Debris on the Side of the Property. Officer Rodriguez presented Case #2025-01436 and Case #3025-01491 together, providing the history for each. Both properties are owned by the same individual, involve the same violation, and were cited onthe same day. She further explained that as of June 24, 2025, the property is still in non-compliance. The City asked for an Order of Compliance by July 09, 2025, or thereafter to be fined $50.00 per day, per violation, until found in compliance Respondent Victoria Laney spoke and explained that a disability has been preventing her from maintaining her She noted that family and friends have been helping her, especially following a recent fall. She claimed that the items on the side of the property does not meet the junk and debris criteria of the ordinance. She asked for 3Odays total tocome into compliance for both properties. D: Michael St Louis, H0A President spoke and provided a photo that he took ufthe property. He claimed that he is concerned for the health and safety of his neighbors as in the five years that he has lived in the neighborhood the trash has not stopped growing and now there are rodents surrounding the properties. Matthew Moulton, HOA board member and neighbor to the respondent, spoke and confirmed the statements from . Dr. St. Louis. He stated that the respondent's backyard has an increasing accumulation of trash, along with rodents and wildlife in the pool. While he acknowledged that code enforcement has limited authority over the rear of the property, he expressed concern for his own health and safety, as well as that of his neighbors, due to the worsening conditions. Member Smalldon, seconded by Member Shultz, moved that in Case #2025-01436, the respondent be found in violation as cited as of May 12, 2025, and be given until July 08, 2025, to come into compliance or be fined $50.00 peLd violation, until found in coml2liance. The City asked for an Order of Compliance by July 09, 2025, or thereafter to be fined $25.00 per day, per violation, until found incompliance. Vice -Chair Lewis, seconded by Member Smaildon, moved that in Case #2025-01601, the respondent be found in violation as cited as of May 19, 2025, and be given until Julv 08, 2025, to come into compliance or be fined $25.00 per day, pe violation, until found in compliance. Motion carried unanimousl COMMENTS , Member Shultz thanked the code officers as it was Code Enforcement Appreciation Month. Vice -Chair Lewis and Member Fernandez welcomed the newboarcl member. Member Bhd«rurnexpressed gratitude for joining the board. Lieutenant Olson announced that Officer Theresa Rodriguez isretiring this week after 23years ofservice. Chair Bandurannounced that the meeting dates have changed from the fourth Tuesday to the third Thursday, and the next meeting will beheld onJuly I7m. OFM
