(Development Engineer Keaton) Background Summary: Reserve at Lake Meadow Subdivision is located in Commission District 1 and is made up of 46 lots, the development of detached single-family homes. The parent parcel was addressed at 2149 Lauren Beth Ave. and assigned parcel ID number 04-22-28-0000-00-024. The development site is approximately 1,130 feet south of Lake Meadow Rd., which is 2,720 feet south of the intersection of Lake Meadow Rd./Ingram Rd and Clarcona Ocoee Rd. The developer has completed construction of the infrastructure improvements for the subdivision and has requested a Certificate of Completion. The infrastructure improvements include potable water, sanitary sewer, reclaimed water, utilities, roadways, stormwater collection system, and perimeter wall/fencing. Required installation of street trees and lot trees will occur as each lot is permitted and developed with a single-family residence. All other identified punch list repairs have been completed, and the developer is ready to start the two-year warranty period for the public improvements, excluding trees and landscaping. As a requirement of the Land Development Code, the developer is required to furnish the City with a Surety to cover any possible damages discovered during the next two years. Should the developer not choose to make those repairs, Park Square Enterprises, LLC, has provided the City with a Letter of Credit in the amount of $297,694.50, which is 10% of the constructed improvements. The attached Maintenance, Materials, and Workmanship Agreement (Form 8 of the Land Development Code) acts as the executable document between the developer and the City. The Surety will be returned to the developer upon completion of the two-year warranty period and following the repair of any damages caused or occurring over those two years. Additionally, the developer has furnished the City with a separate Surety in the amount of $166,866.84, to cover the construction cost of adding the second lift of asphalt to all the public streets of the subdivision. This arrangement will ensure that the final road surface is not worn or scarred during the construction of the homes. The attached Maintenance, Materials, and Workmanship Agreement for Asphalt acts as the executable document between the developer and the City in the event the developer fails to provide the second lift of asphalt within two years of the issuance of the Certificate of Completion or when 80% of the homes have received Certificates of Occupancy. The Surety will be returned to the developer upon completion of the warranty period and following the repair of any damages caused or occurring over that period. City of Ocoee ▪ 1 N. Recommendations: The Development Services Department recommends the Honorable Mayor and City Commissioners (1) approve and accept the Surety and the execution of the Maintenance, Materials, and Workmanship Agreement and (2) approve the Surety and execution of the Maintenance, Materials, and Workmanship Agreement for Asphalt with Park Square Enterprises, LLC, for the Reserve at Lake Meadow.
