Subject: Approval to Upgrade to Glock Model Handguns with Factory-Installed Optics and
Sights. (Police Chief Ogburn)
Background Summary: The Ocoee Police Department would like approval to transition from the current
handgun (Glock 45 MOS) to the Glock 45 COA handgun. The Glock 45 COA model will have factory-installed
red dot optics. By transitioning to these handguns, the officers have a better tactical and operational
advantage in low-light conditions and high-stress scenarios. The red dot optic will enhance target acquisition,
accuracy, and situational awareness, ultimately improving officer safety and effectiveness. Installing these
optics on the current model handgun would require additional mounting plates and the replacement of factory
iron sights with suppressor-height versions to ensure co-witnessing (the alignment of iron sights with a red dot
sight on a firearm, ensuring consistent aiming). This multistep retrofit process places a significant demand on
department resources, especially the armorer, and introduces potential failure points due to the added
mounting components. The Glock 45 COA will address these limitations. This handgun comes factory-
equipped with a red dot optic (Aimpoint ACRO) and suppressor-height iron sights, eliminating the need for
mounting plates and aftermarket sight replacement. This streamlined design ensures greater reliability,
durability, and consistency.
The Police Department has obtained two pricing options:
Option #1: Purchase 100 red dot optics and 100 sets of suppressor-height iron sights for installation on the
current Glock 45 MOS handguns. This will cost the Ocoee Police Department $37,400.00.
Option #2: Trade in the current 100 Glock 45 MOS handguns and purchase 100 Glock 45 COA model
handguns with factory-installed optics and sights, and receive trade-in credit for the existing Glock 45 MOS
inventory. This will cost the Ocoee Police Department $39,200.00.
Option #2 delivers significant operational and logistical benefits, such as:
• Eliminates the need for armorer labor and installation downtime
• Reduces potential failure points associated with mounting plates
• Improves long-term reliability and equipment standardization
• Offers a cleaner transition path with fewer aftermarket modifications
The Police Department would like the City Commission to consider option #2. This option ensures a
streamlined, durable, and cost-effective solution for the department’s handgun modernization initiative. The
vendor, Lawmen's & Shooters, provided us with a quote of $73,200.00 for the Glock 45 COA model handguns.

However, Lawmen's & Shooters Supply has also provided us with a quote that entails trading in the current
Glock 45 MOS handguns for $34,000.00, which would bring the price for the purchase of the Glock 45 COA to
$39,200.00. The price difference between the two options is $1,800.00.
Issue:
Should the Honorable Mayor and City Commissioners approve Option #2, which would allow the Ocoee Police
Department to upgrade to Glock Model handguns with factory-installed optics and sights?
Recommendations:
Staff recommends the Honorable Mayor and City Commissioners approve Option #2, which would allow the Ocoee
Police Department to upgrade to Glock Model handguns with factory-installed optics and sights.

Financial Impacts:
