(Utilities Director Bolling) Background Summary: The Orange County Utilities (OCU)/City of Ocoee reclaimed water agreement provides for the transfer of 1.0 million gallons per day (MGD) of reclaimed water into the City’s Primary Reclaimed Water Service Area (south of Clarcona Road). This additional reclaimed water supply is a critical component of the City’s St Johns River Water Management District Consumptive Use Permit as it reduces the City’s groundwater demand and mitigates negative environmental impacts that may result from groundwater withdrawals. The storage tank, pump station, and transmission main are currently under construction and are funded using ARPA and the utilities fund. In 2024, the Utilities Department submitted a grant application to the Florida Department of Environmental Protection (FDEP) for cost-share funding for the reclaimed water transmission main “interconnect”, which includes the piping and appurtenances to connect the new reclaimed water storage tank and pump station to the Orange County reclaimed water system. In March 2025, FDEP announced that the City of Ocoee was awarded 60% cost share funding (up to $1,532,500.00) for the reclaimed water interconnect. The reimbursement applies to the portion of the project funded by the utilities fund. Recommendations: Staff recommends that the Honorable Mayor and City Commissioners approve Alternate Water Supply Grant Agreement WS112 between the Florida Department of Environmental Protection and the City of Ocoee for the City of Ocoee Transmission Main Interconnect to OCU Project.
