Subject: Approval to Piggyback the Clay County Utility Authority Contract with Odyssey
Manufacturing for the Supply of Sodium Hypochlorite. (Utilities Director Bolling)
Background Summary:
The City of Ocoee budgets funds annually for the delivery and supply of sodium hypochlorite, which is the
disinfectant used for the treatment of both water and wastewater. Odyssey Manufacturing currently supplies
the City with sodium hypochlorite under a piggyback contract with the City of Tarpon Springs, which expired
on May 26, 2025. Odyssey Manufacturing has agreed to supply sodium hypochlorite to the City under a new
piggyback contract with the Clay County Utility Authority. The new contract will expire on March 7, 2026, and
has two additional one-year renewals remaining. As the City’s main supplier of sodium hypochlorite, Odyssey
Manufacturing has proven to be a reliable vendor and has served the City well in both regular and emergency
circumstances.
Issue:
Should the Honorable Mayor and City Commissioners approve to piggyback the Clay County Utility Authority
contract with Odyssey Manufacturing for the supply of Sodium Hypochlorite?
Recommendations:
Staff recommends that the Honorable Mayor and City Commissioners approve to piggyback the Clay County
Utility Authority contract including renewals, with Odyssey Manufacturing for the supply of Sodium
Hypochlorite. Staff also recommends the City Manager be authorized to approve change orders to this
contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for
these services for all change orders.
