Subject: Approval of FY 2025-2026 Budgeted Fire Engine Purchase. (Deputy Fire Chief Van

Background Summary:
The Ocoee Fire Department (Department) is requesting authorization to purchase a 2026 E-One Typhoon
Pumper fire engine. This apparatus is available for immediate acquisition, with anticipated delivery in spring
2026. The Department’s existing fleet of fire engines has reached advanced age, resulting in increased
maintenance requirements, frequent mechanical failures, and prolonged periods of downtime. These issues
hinder the Department’s ability to sustain dependable emergency response operations, as reduced fleet
availability and escalating repair costs strain overall service capacity. Procuring a new 2026 E-One Typhoon
Pumper will enhance operational reliability, ensure consistent emergency response readiness, and minimize
disruptions caused by equipment breakdowns.
Industry standards recommend a service life of ten (10) years for front-line engines and an additional five (5)
years in reserve status. The Department currently operates one engine nearing the end of its ten-year front-
line service period and another reserve engine that is eighteen (18) years old. Approval of this purchase will
enable the Department to continue its fleet modernization efforts by acquiring a semi-custom apparatus
equipped with advanced, life-saving firefighting capabilities.
This fire engine acquisition was included in the Department’s Fiscal Year 2025–2026 capital improvement
budget.
Issue:
Should the Honorable Mayor and City Commissioners approve the purchase of a 2026 E-One Typhoon
Pumper piggybacking Orange County's Contract #Y20-1023?
Recommendations:
Staff recommends the Honorable Mayor and City Commissioners approve the purchase of a 2026 E-One
Typhoon Pumper piggybacking Orange County Contract #Y20-1023, and authorize the City Manager to
approve change orders to this purchase up to the limit of his purchasing authority for each change order, and
up to the budgeted amount for this purchase.

Financial Impacts:
The total cost for the new fire engine is $950,000, which has been included in the department’s 2025/2026
capital budget under job# A000550 GL 317-522-00-6401.
