(Police Chief Ogburn) Background Summary: The Florida Department of Law Enforcement (FDLE) has developed a regional, multi-jurisdictional Abduction Response Team (CART) to enhance the rapid and coordinated response to missing, endangered, or abducted children. The initiative brings together trained personnel, investigative resources, equipment, and expertise from multiple Central Florida law enforcement agencies. As outlined in the agreement, participating agencies agree to mutually support one another, exchange information, and provide specialized assistance when activated for CART operations. CART participation strengthens operational readiness during high-risk incidents by establishing clear procedures for requesting aid, supervisory authority, and jurisdiction. FDLE has developed regional, multi- jurisdictional child boundaries, documentation requirements, evidence handling, and inter-agency coordination. The agreement also clarifies liability, cost responsibilities, complaint procedures, and obligations to partner agencies, ensuring a structured and accountable response model that aligns with FDLE statewide standards. Each agency remains responsible for the acts and omissions of its personnel while participating in CART activities. Agencies supply necessary personnel and resources without creating financial obligations for other partners. The Ocoee Police Department has historically collaborated with regional and state partners in cases involving endangered children, and formal participation in CART will significantly enhance the Department’s ability to leverage critical resources during time-sensitive investigations. Approval of this agreement ensures that Ocoee officers can both request and provide specialized assistance during CART deployments, further enhancing public safety for the residents of Ocoee. This agreement will be in effect until December 31, 2028. Each participating agency is responsible for its own personnel, equipment, and operational expenses during CART activities.
