Bluford Avenue Ocoee, Florida January 6, 2026 MINUTES 6:15 PM REGULAR CITY COMMISSION MEETING • CALL TO ORDER 6:16 PM Mayor Johnson called the regular session to order at 6:16 PM in the Commission Chambers of City Hall. The invocation was led by Ages Hart, Ocoee Resident, followed by the Pledge of Allegiance to the Flag led by Commission Wilsen. Acting City Clerk Parks called the roll and declared a quorum present. Present: Mayor Johnson, Commissioner Kennedy, Commissioner Wilsen, Commissioner Firstner, and Commissioner Oliver Absent: None Also Present: City Manager Shadrix, City Attorney Geller, and Acting City Clerk Parks • PRESENTATIONS AND PROCLAMATIONS 6:17 PM 2026 CRNA Week Proclamation – proclaimed by Commissioner Wilsen and accepted by SRNA Marley Cain from AdventHealth’s University Nurse Anesthesia Program. • STAFF REPORTS AND AGENDA REVIEW 6:23 PM City Manager Shadrix provided a brief update on drainage and repair efforts at Fullers Cross Road. He also announced the Notice of Kickoff Meeting, which is a virtual meeting hosted by Orange County Public Schools (OCPS) regarding planned improvements to Ocoee Middle School, noting that additional information will be posted on the City’s website. City Manager Shadrix further advised that updates are forthcoming on a Forest Lake Golf Club workshop, water billing statistics, and other related matters. He then requested that Public Works Director Krug provide an update on sidewalk repairs. Public Works Director Krug presented a Public Works update, highlighting progress on sidewalks, speed tables, the Hackney Prairie Road Diet, and citywide resurfacing efforts. He also announced that Starke Lake water quality treatment is scheduled to begin this week. Mayor Johnson and Commissioners Oliver and Wilsen raised requests concerning sidewalks and speed tables in specific areas of the City, and Public Works Director Krug addressed their concerns. • PUBLIC COMMENTS 6:36 PM The following persons addressed the City Commission: - Steve Rance, Ocoee Resident, stated his concerns regarding speeding issues within the City and announced that he is running for Congress in the Ninth District. • CONSENT AGENDA 6:40 PM Consent Agenda Motion Motion: Move to adopt Consent Agenda Items #1-9; Moved by Commissioner Wilsen , seconded by Commissioner Kennedy; Motion carried 5-0. 1. Approval of Minutes from the Regular City Commission Meeting held December 16, Page 4 of 414 2025. (Acting City Clerk Parks) 2. Approval of Reappointments to the Citizen Advisory Council for Ocoee Police Department (CACOPD). (Acting City Clerk Parks) 3. Approval of the Elan Ocoee Crown Point Mixed Use Utility Easement. (Development Engineer Keaton) 4. Approval to Piggyback the Sourcewell Contract RFP #011124 with Galls, LLC for the Purchase of Police Uniforms and Related Equipment. (Police Chief Ogburn) 5. Approval of a Voluntary Cooperation Mutual Aid Agreement between the City of Ocoee, Florida Department of Law Enforcement (FDLE), and other Participating Regional Agencies, to form an Orlando Regional Operations Center Child Abduction Team. (Police Chief Ogburn) 6. Approval of Award for RFP 26-002 Special Magistrate Services. (Procurement Manager Tolbert) 7. Approval to Replace the Base Station for the Sensus FlexNet Metering System. (Utilities Director Bolling) 8. Approval of License Agreement Between Florida Central Railroad Company, LLC (FCEN) for the Clarke Road Force Main Relocation Project. (Utilities Director Bolling) 9. Approval of Projects that were Awarded Funding under the Community Development Block Grant Disaster Recovery (CDBG-DR) Program. (Public Works Director Krüg) • FIRST READING OF ORDINANCE 6:40 PM 10. First Reading of Ordinance 2277 Fullers Cross Rd - Barragan Property; Project No. AX- 07-25-07. (Deputy Development Services Director Whitfield) City Attorney Geller read the title of the ordinance, and it was announced that this will be presented as a second reading and public hearing at the City Commission meeting scheduled for February 3, 2026, at 6:15 PM or soon thereafter. City Manager Shadrix recognized Deputy Director Whitfield and announced that this is her last meeting with the City of Ocoee and gave her an opportunity to speak. Deputy Director Whitfield addressed the Commission and the audience, expressing her appreciation for the opportunity to serve and work with the City of Ocoee. • COMMENTS FROM COMMISSIONERS 6:44 PM Commissioner Kennedy – No further comment. Commissioner Wilsen – No further comment. Commissioner Firstner – No further comment. Commissioner Oliver – Commented on the following: 6:44 PM – 6:45 PM 1) Wished everyone a Happy New Year 2) Announced that today is Three Kings Day and gave a brief explanation of the day. 3) Read an inspiration quote. Mayor Johnson announced the upcoming City events of the month of January. Page 5 of 414 Mayor Johnson – Commented on the following: 6:46 PM – 6:50 PM 1) Commented on the lights and City Hall décor during the holiday season and thanked staff.
