Subject: Approval of a Memorandum of Agreement between the Florida Department of
Corrections and Ocoee Police Department. (Police Chief Ogburn)
Background Summary:
The Orange County criminal justice partners have developed a collaborative agreement to improve public
safety and enhance offender supervision throughout the county. The agreement seeks approval for the Ocoee
Police Department to formally participate in this partnership, designed to strengthen the administration of
criminal justice and reentry services. Through improved communication, efficient information exchange, and
coordinated problem-solving, the agreement focuses on reducing recidivism, enhancing offender
accountability, and maximizing the use of shared resources. Each participating entity retains responsibility for
its own personnel and administrative operations while committing to mutual goals that benefit the broader
community.
Under the agreement, the Florida Department of Corrections will undertake several operational responsibilities
to support the Ocoee Police Department in managing offenders within the City of Ocoee. These
responsibilities include identifying high- and at-risk offenders, sharing timely information such as addresses,
criminal histories, and supervision conditions, and conducting field administrative supervision duties. The
Department will also provide warrants, perform warrantless arrest procedures when appropriate, and
participate in ride-a-longs with Ocoee officers to ensure familiarity with the locations, behaviors, and
supervision requirements of community control offenders, sexual offenders, sexual predators, and other high-
risk individuals.
The agreement further outlines the duties requested of the Ocoee Police Department, pending City
Commission approval. These responsibilities include assisting probation officers with field operations, warrant
and warrantless arrests, surveillance of high-risk offenders, and ensuring safety during administrative
searches. The Department is also asked to assist with transporting offenders, securing property seized during
searches, and communicating violations observed by Ocoee officers. Both agencies agree to jointly pursue
public-safety initiatives, coordinate reentry support services, share information, and avoid duplication of efforts.
By approving this contract, the City Commission would authorize the Ocoee Police Department to participate
in this partnership formally, ensuring continued collaboration that enhances community safety and strengthens
offender reentry efforts throughout Orange County.
This agreement shall be in effect for a period of five (5) years, beginning on April 29, 2026, and ending on April
28, 2031.
