Subject: Approval of Pryme Infil Software Agreement. (Police Chief Ogburn)
Background Summary:
The Ocoee Police Department requests approval to implement Pryme Infil, a purpose-built software platform
designed to support mission-specific law enforcement operations and recurring training. Pryme Infil complies
with the standards established by the U.S. Department of Justice (DOJ) and the Criminal Justice Information
Services (CJIS), ensuring the secure handling of sensitive law enforcement information. The platform is
specifically designed to enhance coordination, communication, documentation, and data preservation for high-
risk, highly scrutinized, and often litigated operations.
The software will enable Central Florida Metro SWAT and its participating agencies to effectively notify and
deploy personnel for operations, securely disseminate accurate, concise information, and generate and
distribute operational plans (SMEAC format) from the field. Additionally, Pryme Infil enables efficient
organization of operations by integrating all required resources, including negotiators, dispatch, tactical units,
medics, K-9 units, drones, and air support, into a unified platform. The system also reduces administrative
burden on command staff and supervisors by eliminating redundant processes and improving operational
efficiency.
Pryme Infil further provides a secure solution for documenting, storing, and managing all agency-related data,
including operational reports, personnel records, and training documentation. This capability supports
transparency, strengthens accountability, and reduces potential liability exposure, legal costs, and litigation
risks. The platform also enhances recurring training efforts by applying the same structured framework used in
live operations, ensuring consistency, preparedness, and improved performance outcomes.
This software will be purchased by the Winter Garden Police Department and utilized by members of the
Ocoee Police Department assigned to the Metro SWAT Team.
Issue:
Should the Honorable Mayor and City Commission approve the annual subscription for Pryme Infil software for
our Metro SWAT operators?
Recommendations:
Staff recommends that the Honorable Mayor and City Commission approve the annual subscription for Pryme
Infil software, which will be used by our Metro SWAT operators. This product will provide a secure solution for
documenting, storing, and managing all Metro SWAT-related data, including operational reports, personnel
records, and training documentation.

Financial Impacts:
The annual cost of the Pryme Infil software subscription is $1,200 and will be funded through the Police
Department’s existing operating budget under GL 001-521-00-5235. No additional budget appropriation is
required.
