Subject: Approval to Piggyback City of Flagler Beach Contract for Federal and State
Legislative Services. (Utilities Director Bolling)
Background Summary:
The City of Ocoee Utilities Department is facing significant infrastructure costs to maintain service levels and
meet constantly evolving and costly regulatory requirements. While federal and state grants are available to
offset these costs, the application process has become increasingly competitive. Legislative assistance to
secure grant funding will be critical to the Utilities Departments efforts to fund costly projects. To ensure that
the City’s interests and needs are represented on a state and federal level, Staff recommends retaining a firm
specialized in legislative assistance using available funding from the approved City of Ocoee budget for Fiscal
Year 2025-2026 Utility Administration Professional Services budget. Anfield Consulting Partners (Anfield) is
currently under contract with the City of Flagler Beach for “Professional Consulting and Lobbying Services” at
a monthly rate of $8,500.00. For an $8,500 monthly rate, Anfield with the subconsultant Arrow Group, will
provide the City of Ocoee legislative assistance for state and federal grants and appropriations.
Issue:
Should the Honorable Mayor and City Commission approve to piggyback the City of Flagler Beach Contract
for professional consulting and legislative assistance by Anfield Consulting Partners?
Recommendations:
Staff recommends that the Honorable Mayor and City Commission approve piggybacking the Flagler Beach
Professional Consulting and Lobbying Services Contract and award professional consulting for state and
federal legislative services to Anfield in the amount of $51,000, and authorize the Mayor to execute the
required contract. Staff also recommends that the City Manager be authorized to approve changes to this
contract up to the limit of his purchasing authority for each change order.
