Subject: Approval of Repair of Five (5) Sanitary Manhole Structures and Piggyback Atlantic
Pipe Service (APS) Volusia County Contract. (Utilities Director Bolling)
Background Summary:
The City of Ocoee annually budgets funds to repair and rehabilitate manholes and lift stations on a rolling
maintenance schedule. This preventative maintenance is a best management practice to proactively address
structural decay that naturally occurs over time, and it is crucial to ensuring the longevity of the utility collection
system. Atlantic Pipe Services (APS) has provided similar services to the City on three separate projects this
year, and staff have been very satisfied with both the product and services provided. APS is currently under
contract with Volusia County for “Coatings of Wet Well and Manholes”, providing opportunity to piggyback on
the Volusia County contract. APS provided a quote of $72,196.45 to rehabilitate 5 manholes.
Issue:
Should the Honorable Mayor and City Commission approve to piggyback on the APS Volusia County Contract
No. 780 120503-2 for the repair of five (5) Sanitary Manhole structures in need of rehabilitation?
Recommendations:
Staff recommends that the Honorable Mayor and City Commission authorize the rehabilitation of five (5)
sanitary sewer manhole structures by APS utilizing Volusia County Contract No. 780 120503-2. Staff also
recommends that the City Manager be authorized to approve changes to this contract up to the limit of his
purchasing authority for each change order.

Financial Impacts:
The Utility Department has adequate funding in Job No. P000236 Wastewater Field Operations for the
proposed repairs.
