Subject: Emergency Water Repair Notification – Hammock and Ocoee Commons
Subdivision. (Utilities Director Bolling)
Background Summary: In November 2025, the Utilities Department was notified that an 8-inch watermain
located within the easement of the property at 918 Hire Circle was leaking. The leak repair required an
immediate response using the City’s approved emergency contractor to isolate the leak and stabilize the area.
It also required subsequent repairs by City-approved emergency response contractors in Ocoee Commons
and the Hammocks subdivisions due to several malfunctioning valves in the area and issues isolating
watermains in the area. This work ultimately included:
• Two line stops, installation of new 4-inch, 8-inch valve and 12-inch watermain valves on Blue Spruce
Drive
• Installation of a new 8-inch valve Hire Circle
• Three line stops, installation of two new 12-inch valves, and installation of a new 12-inch tee at the
intersection of White Road
• Direction drilling of a new 10-inch watermain to reestablish the watermain connection from Blue Spruce
Drive to Hire Circle,
• Abandonment of the existing watermain that connected the watermains on Blue Spruce Drive and Hire
Circle, and
• Restoration.
Total cost for the repairs is $196,010.20.
Issue:
Provide notification to the Mayor and City Commission of an Emergency Purchase that exceeds the City
Manager's normal purchase authority in accordance with Section 21.6 of the City of Ocoee Code of
Ordinances.
Recommendations:
Not applicable. Notification only.
