Mayor, Commissioners, and City Leadership,
My name is Warren A. Lewis, Vice‑Chairman of the Code Enforcement Board. I’m here
tonight for two reasons:
FIRST, because the narrative being used to justify eliminating the volunteer Code
Enforcement Board is inaccurate and unfair to the volunteers who have served this city with
integrity for decades; and SECOND, because I believe that a hybrid code enforcement
system, of the nature that I proposed to the City earlier today and which would include both
the utilization of a Special Magistrate, as the City proposes, and citizen involvement—
would be in the best interests of the residents of Ocoee.
FIRST, for months, I have respectfully asked that the public record be corrected, because
the information presented about the Board’s performance was inaccurate, and those errors
have now become the foundation for a major policy decision regarding the code
enforcement process.
You were told that the Board “does not support higher fines.”
You were told that the Board “does not follow staff recommendations.”
You were told that the Board “is the reason fines are low.”
None of that is true. To the contrary, the Board—after due deliberation—has routinely
followed recommendations made to it by the City’s Code Enforcement Unit.
Interestingly, in the wake of this controversy, the Code Enforcement Unit—at the Board’s
most recent March 19th hearing—presented nine cases with recommended fines ranging
from $100 to $250 per day. This was a significant increase over the Unit’s long‑standing
practice of recommending no more than $50. Of those nine cases, seven were approved
exactly as recommended, one was reduced from $150 to $100, and one was continued to
April due to extenuating circumstances.
This single hearing disproves the narrative that the Board is unwilling to impose meaningful
fines. The record shows the opposite. Yet the City has allowed incorrect information to
stand uncorrected and to be used as the basis for dismantling a volunteer body that has
served this community faithfully. It goes without saying that a correction of the public
record is required.
SECOND, Florida Statutes provide three lawful options for adjudicating code enforcement
matters:
1. A volunteer Code Enforcement Board
2. A Special Magistrate
3. A hybrid system that uses both
I have proposed for the City’s consideration a hybrid system that would incorporate both
the use of a Special Magistrate and citizen involvement. Indeed, many cities across
Florida—including Tampa, St. Petersburg, Gainesville, Tallahassee, Jacksonville and
Orlando—use hybrid systems. A hybrid model preserves efficiency while maintaining
public trust. It ensures residents have a voice. It strengthens transparency. And it honors
the principle that government works best when citizens are part of it, not pushed aside by
it.
I close with a very sad contradiction that is glaringly apparent this evening.
Earlier this evening, this Commission issued a proclamation for National Volunteer
Appreciation Month, honoring “the dedication and service of the many volunteers who
contribute to our community.”
Yet at the same time, the City is eliminating one of the longest‑serving volunteer bodies that
we have—and doing so based on a narrative that is grossly inaccurate.
One cannot purport to celebrate volunteers while dismantling a volunteer board that has
served faithfully and refusing to correct the record about its performance. Such a
contradiction undermines public trust and raises serious questions about fairness,
transparency, and accountability.
I am asking the City Commissioners—firmly and respectfully—to correct the record, and to
adopt a hybrid model which allows the City to modernize without erasing community
involvement.

Pursuant to Resolution No. 2003-16 adopted on July 1, 2003, the following Civility Code shall govern all
proceedings before the City of Ocoee City Commission and Boards:
1. All electronic devices, including cell phones and pagers, shall be either turned off or otherwise silenced,
2. Prolonged conversations shall be conducted outside Commission Chambers.
3. Clapping, whistling, heckling, gesturing, loud conversations, or other disruptive behavior is prohibited.
4. Only those individuals who have submitted speaker forms and who have been recognized by the Mayor

Congratulations! Your Architectural Application has been reviewed.
We appreciate your cooperation in submitting this Request for Approval. An attractive Community helps all of
us get the full value from our homes when we decide to sell.
The Application has been approved for the following:
- Basketball Court
The Basketball Court part of this request has been approved according to the design submitted.... this does not include the fence (that
is a separate request).
Project is approved within the confines of documents submitted (design, colors, etc).
Please remind your contractors of the rules within the neighborhood and about blocking roadways,
sidewalks and driveways and keeping these areas free of debris. All debris to be disposed of
properly. Remind all contractors to stay within your property and to not disturb adjacent ones. The
roadway/sidewalk may not be used as storage of project/construction materials (dirt, rocks, etc). NO
construction vehicles with tracks unless they are rubberized in nature (road damage).
You must begin all work no later than six (6) months after the date of this approval letter. The work must be
completed in ninety (90) days after the date of commencement We reserve the right to make a final
inspection of the change to make sure it matches the request you submitted. Please follow the plan as
submitted or submit an additional request form if for any reason you cannot follow the original plan.
You must follow all local building codes and setback requirements when making this change, when applicable.
A Building Permit may be needed and you are responsible for obtaining this permit if applicable. This can be
applied for at the County offices. This approval should not be taken as any certification as to the construction
worthiness or of structural integrity of the change you propose. Be aware that you are responsible for
contacting the appropriate Utility Companies before digging.
Again, we would like to thank you for following the Architectural Review process set forth by your Community's
Governing Documents, and wish you all the best with your upcoming improvement project. The enclosed

1. Project Overview
This 30% design submission outlines the proposed enhancement of the driving range at
Forest Lake Golf Club, centered around a covered tee line structure and upgraded guest
experience.
This phase establishes the project layout, scope, and direction prior to detailed engineering
and final construction pricing.

4. Assumptions
Open-air bays, utilities to be verified, permitting subject to local review, and final design
subject to refinement.
Zoning, utilities, and access assumptions are based on preliminary review of City of Ocoee
requirements.
Based on preliminary research into the City of Ocoee municipal code and other available
online sources, the following understanding was used to determine the necessary scope of
services.
- Zoning - The site is zoned A-1. Given that the site is existing and operational as a current
golf course, and the use is not being modified, it is CTT's assumption that no rezoning or
conditional use permits will be required,
- Utilities - The proposed project does not include any modifications to the utilities. It is
assumed that no utility work will be required to accommodate the proposed scope of work.
- Access - Access to Clarcona Ocoee Road is under the jurisdiction of the City of Ocoee. The
driveways are not being modified as part of this project. As such, no access permits are
required.
- Site Permits- All site permits including are permitted through the City of Ocoee.
