Background Summary:
The Ocoee City Commission approved the implementation of the new Ocoee Neighborhood Matching Grant
Program at their meeting on October 15, 2019. The grant program was formerly known as the Most Valuable
Partnership Awards (MVP). Staff revamped the MVP to simplify and improve the application process and
criteria.
The Neighborhood Matching Grant Program is held annually. This year’s grant cycle opened on February 13,
2026. Applications were due on March 13, 2026. The neighborhood grant program is for homeowner
associations (HOA) and neighborhoods that do not have a structured HOA. The goal of the grant program is to
assist residents with making improvements to their neighborhoods. The maximum matching grant award is
$2,000. Applicants pay for their improvement projects, and then get a portion back, up to a maximum of
$2,000. Given the nature of the grant program, which is to improve city neighborhoods, the Development
Services Department conducted the primary review of applications.
Ten homeowner associations submitted grant applications for this grant cycle. The total amount requested by
the ten neighborhood associations is $18,546.28. There is $28,000 available for the grant program.
1. Amber Ridge
Repair retention pond to prevent further erosion and remulching and replacing shrubs.
Amount requested: $2,000 Staff recommendation: $2,000
2. Greens at Forest Lake
Entry and community flower bed beautification. Replace flowering shrubs killed by deep freeze.
Amount requested: $2,000 Staff recommendation: $2,000
3. Lake Olympia Club
Clean out pond, add plants along the sidewalk and lift station, add sod in bare spots, and trim low limbs.
Amount requested: $2,000 Staff recommendation: $2,000
4. Lake Olympia Park North Village
Convert existing HOA-owned beach-like area into a small picnic area and kayak launch, providing first direct
access to the lake.

5. Ocoee Reserve
Repair irrigation, re-mulch the playground for safety, and enhanced appearance.

Shrub replacement, new plants and ground cover.

7. Roberts Rise Subdivison
Clean front entrance walls, sidewalks along Silver Star Road in front of the subdivision and Roberts Rise Drive
landscape easement. Replace monument lights (4) on both sides and refresh flower beds on both sides of the
entrance.

8. Spring Lake Reserve
Remove dead and thinning plants along the exterior wall, install mulch in common areas and replace Jasmin
at east entrance wall.

9. Wellington Place
Trim trees and shrubs around the common area retention pond.

10. Windsor Landing
Install expanded metal shrouds, key lock pads, mechanical coded locks, mechanical lever locks,
replace/refurbish lever handles and repaint 4 pedestrian gates.

Staff recommends that the Honorable Mayor and City Commission approve the Neighborhood Matching Grant
funding recommendations totaling $18,546.28, including the following conditional approvals:
Lake Olympia Club – Conditional approval based on meeting the following requirement:
The HOA must apply for a tree removal permit if any trees are removed.
Lake Olympia Park North Village – Conditional approval based on meeting the following requirement:
The HOA must provide approval documentation from St. Johns River Management District to clear the
lakefront for kayak launches.

Dear City of Ocoee,
On behalf of the residents of the Greens at Forest Lake, we are pleased to
submit our application for the City of Ocoee’s 2026 Neighborhood
Matching Grant Program.
Following the recent severe freeze that impacted Central Florida, many of
the original landscape plantings throughout our community’s common
areas were significantly damaged or lost. These plants were originally
selected by the developer and have proven to be particularly vulnerable to
cold temperatures.
The Greens at Forest Lake HOA is undertaking a landscape restoration
project to replace these damaged plants with more freeze-tolerant azaleas
and resilient foliage better suited to Florida’s climate. The goal is to
restore the appearance of our community while improving the long-term
sustainability of our landscaping.
The total cost of this project will significantly exceed the amount available
through the Neighborhood Matching Grant. Our community has already
approved funding and is committed to completing the work. This grant
would help offset a portion of the cost while supporting our efforts to
enhance the appearance and long-term resilience of our shared spaces.
We appreciate the City of Ocoee’s continued investment in neighborhood
improvements and thank you for considering our application.

1. Call to Order
President Darnell “DD” Barber called the meeting to order at 6:02 PM.
2. Verification of Quorum and Proof of Notice
Board Members Present: • Darnell “DD” Barber - Present • Jan Jones – Absent • Karimah Adderly – Present • There were 4 homeowners on the call
DD verified proof of notice was posted at least 48 hours in advance.
Gabi Mathre, LCAM, represented Community Management Specialists (CMS).
3. Approval of Previous Meeting Minutes (09/22/2025)
DD made a motion to approve the previous meeting minutes, seconded by Karimah. Motion carried (2-0).
4. Manager’s Report
As of 02/28/2026 the Association had $203,683.78 in Cash of which $171,157.15 was comprised of Reserve
Funds. The month of February yielded $13,757.39 in Income and $11,470.00 in Expenses for a Net $2,287.39.
January to February yielded $28,043.83 in Income and $23,617.00 in Expense for a net of $4,426.83. Accounts
Receivable as of 02/28/2026 were $15,465.48.

7. Old Business • 2026 Budget – DD made a motion to approve the 2026 Budget contingent on Karimah’s
recommendations seconded by Jan, and motion carried unanimously (3-0). • Ratify Access Reliability Estimate – Jan made a motion to ratify Access Reliability Estimate seconded
by Karimah and motion carried unanimously (3-0). • Quarterly Maintenance Agreement for Gate – DD made a motion to approve maintenance agreement
for the gate seconded by Jan, and motion carried unanimously (3-0). • Estimate for Battery Repair on Gate – Karimah made a motion to approve estimate for battery repair
seconded by Jan, motion carried unanimously (3-0). • Reserve Study – Board would like reserve study to be completed for the association in 2026. • 2026 Coupons – The board would like to opt out of paper coupons being sent to homeowners for 2026.
CMS to follow up if this is permissible. • Paper Communications – The board would like homeowners to opt out of paper communications.

8. New Business • Ratify Estimate to Relocate Pool Drainpipe – Karimah made a motion to ratify the
approval of the estimate to relocate the pool drainpipe seconded by DD, and motion
carried (2-0). • Discuss Insurance Coverage – The board would like to reduce coverage on the wooden crossbar fence
and vinyl fence. They also want to ensure they have appropriate coverage on the brick wall outside the
community, pool and cabana area. • Discuss Landscape from Freeze – DD stated the association will not know what is dead or alive until
Summer. The association will review possible dead plants at this time and will make appropriate
decision for removal and replacement. The board would not like to issue violations to homeowners
regarding dead plants/trees during this time. • Landscape Grant Application City of Ocoee – DD made a motion to submit the grant application on
behalf of Spring Lake Reserve HOA to enhancing the common areas specifically along AD Mims Road
where dead shrubs will be removed and the area cleaned up and mulched. Turf will be installed on the
right and left side of the front entrance. Additional mulch will be installed around the pool cabana and
mailbox kiosk, and in the three common area pocket parks. seconded by Karimah, motion carried (2-0). • Landscape Grant Application Orange County – DD made a motion to submit the grant application
on behalf of Spring Lake Reserve HOA for landscape refurbishments focus on installing new plants along
Ad Mims Road and cleaning and repainting the brick wall that borders the community on the north side
seconded by Karimah, motion carried (2-0). • Irrigation Costs – The board would like CMS to review the irrigation bills.
9. Open Floor Discussion • Homeowner stated landscapers are blowing leaves on homeowner patio and leaving bagged leaves
at the entrance of the community for several days.
