Subject: Approval of Replacement Vehicle Purchase Request. (Public Works Director Krug)
Background Summary:
Public Works vehicle #1127 was involved in a rear-end motor vehicle collision on January 13, 2026. City staff
determined that the City was not at fault in this incident. The City’s insurance carrier subsequently declared
the vehicle a total loss and issued proceeds in the amount of $14,221.85.
The Public Works Department is responsible for maintaining a fully operational fleet and has an immediate
need to replace this vehicle. Current industry conditions indicate extended delivery and lead times—up to
several months in some cases—for this type of vehicle.
The City obtained three quotes for the replacement vehicle from Mullinax Ford, Bozard Ford, and Duval Ford.
Mullinax Ford of Apopka submitted a quote that meets the exact specifications of vehicle #1127, with a
purchase price of $44,905.00. In FY26, the Public Works Department budgeted $50,000 each for two
Automated Flagger Assistance Devices; however, these items will not be purchased. The available funds will
be reallocated to cover the remaining balance of $30,683.15.
Staff are requesting authorization from the Commission to proceed with the purchase using the insurance
proceeds, to reallocate the budget from the two Automated Flagger Assistance Devices to cover the
difference, and to authorize the City Manager to approve a price deviation of up to five percent (5%) to
accommodate any potential price fluctuations.
Issue:
Should the Honorable Mayor and City Commission approve the purchase of a replacement Ford F-150 4x2
pickup truck from Mullinax Ford of Apopka using the insurance proceeds from the totaled vehicle and the
unused budget from the two Automated Flagger Assistance Devices?
Recommendations:
Staff recommends that the Honorable Mayor and City Commission approve the purchase of a replacement
Ford F-150 4x2 pickup truck from Mullinax Ford of Apopka using the insurance proceeds from the totaled
vehicle and the unused budget from the two Automated Flagger Assistance Devices?

Regarding Insurance claim checks, the City received $1,391.61 for damages. Upon further review
the vehicle was deemed a total loss resulting in a final check in the amount of $13,830.24. This
check will be forwarded to Finance for processing. Total received $15,221.85 - $1,000.00 collision
deductible = $14,221.85

Vanna and Steve,
Public Works Unit 1127 (2016 Ford F-150 pickup truck) was involved in a rear-end
collision on January 13, 2026, in front of Fire Station 25 on Bluford Road. The vehicle
sustained significant damage and based on the assessment from the repair facility and
the City’s insurance provider, it has been declared a total loss.
Public Works is requesting to replace the vehicle in kind. The Fleet Supervisor is
currently coordinating with State of Florida–approved vendors to obtain replacement
quotes.
We are seeking direction on how to proceed, specifically whether the insurance
proceeds may be used to fund the replacement this fiscal year or if the replacement will
need to be deferred until FY27.
