Subject: Notification of a Second Three-Year Term Expiring for One (1) Regular Member, a
Term Completing a Vacated Seat Expiring for One (1) Regular Member, and a Term
Completing a Vacated Seat Expiring for One (1) Alternate Member on the Planning and Zoning
Commission. (Development Services Director Lepp and Deputy City Clerk Parks)
Background Summary:
In 2018, the City Commission adopted Ordinance 2018-021 amending Section 3-2 of the Land Development
Code, by establishing a five (5) member Planning and Zoning Commission to include term limits.
Subsequently, in 2019, Ordinance 2019-037 was adopted to provide for one (1) alternate member. The
alternate member shall attend all meetings, shall be counted towards a quorum, may participate in any item
where the alternate has no voting conflict, and, when necessary, will vote in the place of any absent or
disqualified board member on an individual item. Any member who has served two full terms is not eligible to
serve another term until three years have passed.
Member Lomneck's second full three-year term will end in June 2026; therefore, his seat will be vacated, and
he is ineligible for another term until three (3) years have passed.
Member Keller is completing a term of a vacated seat that is set to expire June 2026. On April 15th and April
24th, staff reached out to Member Keller to gauge his interest in being reappointed as a regular member to
serve his first full three-year term, to which he expressed interest in being appointed as a regular member to
serve his first full three-year term.
Member Butler is the alternate member who is also completing a term of a vacated seat that is set to expire
June 2026. On April 15th, staff reached out to Member Butler to gauge his interest in being reappointed, to
which Member Butler expressed interest in being appointed as a regular member to serve his first full three-
year term.
At this moment, there are no other applications on file for this board. At the May 19, 2026, City Commission
meeting, the City Commission will discuss the appointment of two (2) regular members and one (1) alternate
member.
Issue:
Should the Honorable Mayor and City Commission: 1) confirm the initial terms of the two (2) regular members
as they have requested to complete their initial three-year term, or 2) provide up to two (2) nominees each to
the City Clerk in order to appoint two (2) regular members and one (1) alternate member to the Planning and

Zoning Commission for a three-year term to be presented at the May 19, 2026, Regular City Commission
Meeting?
Recommendations:
Recommend that the Honorable Mayor and City Commission: 1) confirm the initial terms of the two (2) regular
members as they have requested to complete their initial three-year term, or 2) provide up to two (2) nominees
each to the City Clerk in order to appoint two (2) regular members and one (1) alternate member to the
Planning and Zoning Commission for a three-year term to be presented at the May 19, 2026, Regular City
Commission Meeting.
