Background Summary:
This proposed agreement is entered into by and between Orange County Corrections and the City of Ocoee.
This proposed agreement establishes a formal framework between Orange County and the Ocoee Police
Department for access to the County’s Integrated Criminal Justice Information System (ICJIS), which is
maintained by the Orange County Corrections Department (OCCD) for the storage and management of
Criminal Justice Information (CJI) related to jail inmates. Both entities are recognized participants in the
Federal Bureau of Investigation and the Florida Department of Law Enforcement Criminal Justice Information
Services (CJIS) network. They are currently bound by separate Criminal Justice User Agreements that require
compliance with CJIS Security Policy standards. This agreement is necessary to ensure continued, secure,
and lawful sharing of CJI between the parties for the administration of criminal justice functions. Additionally,
the agreement mandates robust data protection measures, including the encryption of transmitted data, the
use of agency-owned devices, system security controls, and adherence to all applicable federal, state, and
local laws governing criminal justice information.
Approval of this agreement will formalize operational and security responsibilities, ensure compliance with
CJIS standards, and support the efficient exchange of critical criminal justice data.
Issue:
Should the Honorable Mayor and City Commission approve the Interagency Agreement between Orange
County Corrections and the Ocoee Police Department for the exchange of information?
Recommendations:
Staff recommends that the Honorable Mayor and City Commission approve the Interagency Agreement
between Orange County Corrections and the Ocoee Police Department for the exchange of information.
