Subject: Approval of Reappointments to the Human Relations Diversity Board (HRDB).

Background Summary:
The Human Relations Diversity Board (HRDB) was established by resolution on September 16, 2003.
Subsequent amendments to the resolution followed, with the most recent amendment providing for changes to
membership and clarifying requirements as adopted by Resolution 2023-01 on January 17, 2023. The HRDB's
general mission is to promote understanding, respect, goodwill, and equality among all citizens and
businesses of the City of Ocoee. The board consists of seven (7) voting members: five (5) members are
appointed by the City Commissioners, with each Commissioner selecting one member from their respective
district, and the Mayor appointing one member from any district. Additionally, two (2) at-large members are
chosen by the City Commissioners from a pool of eligible applicants who have submitted an application to
serve on City Boards.
Currently, the board consists of six (6) active members and one (1) vacant seat. Of the six active members,
four (4) have terms set to expire in May 2026. Three of those members, Member William Maxwell (District 2,
appointed by the Mayor), Member Reshell Smith (District 2, appointed by Commissioner Wilsen), and Member
Robert Henderson (District 4, appointed by Commissioner Oliver) have expressed interest in being
reappointed to serve an additional three-year term, which would expire in May 2029.
Following these appointments, there will be one vacant at-large member seat and a vacant member seat for
District 3. To date, no other applications have been received by the City Clerk's Department.
Because Governor Ron DeSantis signed SB 1134, which prohibits counties and municipalities from funding,
promoting, or implementing diversity, equity, and inclusion (DEI) initiatives, staff is continuing to evaluate the
bill’s potential impacts on the City’s Boards. In the meantime, staff recommends proceeding with filling current
and anticipated vacancies to ensure the Boards can continue to operate effectively, with any necessary
adjustments to board structure or policies to be considered at a later date.
Issue:
Should the Honorable Mayor and City Commission approve to reappoint Members Maxwell, Smith, and
Henderson to represent their respective districts on the HRDB, with a term set to expire in May 2029?

Recommendations:
Staff recommends the Honorable Mayor and City Commission approve to reappoint Members Maxwell, Smith,
and Henderson to represent their respective districts on the HRDB, with a term set to expire in May 2029.
