Background Summary:
During the 119th U.S. Congressional Session, legislation has advanced that would allow the United States
Postal Service (USPS) to consolidate ZIP codes in certain cities, including Ocoee. In response, Senators Joni
Ernst, Alex Padilla, John Barrasso, and Michael Bennet jointly introduced Senate Bill 4505, which merges S.
1455 and S. 2961 into a single measure. The bill covers 75 jurisdictions nationwide. Staff is requesting the
Honorable Mayor and City Commission adopt a new resolution of support for S. 4505.
Issue:
Should the Honorable Mayor and City Commission approve a Resolution for City Commission Support for
Senate Bill 4505 (Senators Joni Ernst, Alex Padilla, John Barrasso, and Michael Bennet) to direct the United
States Postal Service to designate single, unique ZIP Codes for certain communities, including Ocoee?
Recommendations:
Staff recommends the Honorable Mayor and City Commission approve a Resolution for City Commission
Support for Senate Bill 4505 (Senators Joni Ernst, Alex Padilla, John Barrasso, and Michael Bennet) to direct
the United States Postal Service to designate single, unique ZIP Codes for certain communities, including
Ocoee.

A RESOLUTION OF THE CITY OF OCOEE, FLORIDA,
EXPRESSING SUPPORT FOR S. 4505, A BILL
INTRODUCED BY SENATOR JONI ERNST, SENATOR
MICHAEL BENNET, SENATOR ALEX PADILLA, AND
SENATOR JOHN BARRASO TO DIRECT THE UNITED
STATES POSTAL SERVICE TO DESIGNATE SINGLE,
UNIQUE ZIP CODES FOR CERTAIN COMMUNITIES,
INCLUDING OCOEE; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Ocoee desires to have one unique unified
zip code for the City of Ocoee; and
WHEREAS, the City Commission of the City of Ocoee has the authority to adopt this
Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166,
Florida Statutes; and
WHEREAS, the City Commission of the City of Ocoee finds USPS to review the City of
Ocoee’s Zip Code boundaries in relation to the City’s boundaries and make changes to ensure all
properties within the City limits are assigned to the same Postal City Code: and
WHEREAS, the City Commission of the City of Ocoee finds that S.4505, introduced in
the 119th Congress, Second Session, which directs the United States Postal Service to assign
unique ZIP Codes to certain communities—including the City of Ocoee—is a valid and
necessary measure to address longstanding ZIP Code-related issues; and
WHEREAS, this Resolution shall become effective immediately upon passage and
adoption.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OCOEE, FLORIDA, AS FOLLOWS:
SECTION 1. The City Commission of the City of Ocoee has the
authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of
Florida and Chapter 166, Florida Statutes.
SECTION 2. That Ocoee’s citizens are currently being serviced by six
(6) USPS Zip Codes, with one (1) having the Ocoee city identifier and 34761 Zip Code, which
negatively impacts Ocoee’s citizens financially and public service deliverability.
SECTION 3. The City Commission hereby expresses support for S.
4505, which was introduced in the 119th Congress, Second Session, which directs the United
States Postal Services to assign a unique ZIP Code to certain communities - including the City of
Ocoee.
