(Human Resources Director Wilson) Background Summary: The existing Collective Bargaining Agreements between the Florida Police Benevolent Association, Inc. (PBA) for Officers, Corporals, and Sergeants remain in effect until September 30, 2028. Under the direction of the City Manager, city staff and the PBA have negotiated the terms regarding wages (no other articles were impacted) for the remaining duration of the contract. During bargaining last year, the parties agreed to re-open wages due to the uncertainty of proposed tax changes for Florida. As a result, the parties have agreed on the wage adjustments for the remaining 2 years of the contract. The wages will be adjusted to account for market changes and to ensure the City's compensation remains competitive. Doing so allows the City to retain and recruit top talent. The PBA Union has proceeded to a ratification vote of the terms of the Collective Bargaining Agreements (by the sergeants and police officers). As the Police Officers have voted 43 in favor and 0 against the terms and the Sergeants have voted 8 in favor and 0 against the terms for ratification, the City Commission is required to vote to approve the Collective Bargaining Agreements as ratified by the members of the PBA. Issue: Should the Honorable Mayor and City Commission approve the terms as ratified, in accordance with the attachments received from the PBA after their vote? Recommendations: Staff recommends that the Honorable Mayor and City Commission approve the terms as ratified, in accordance with the attachments received from the PBA after their vote. Amended Industry Based Competetive Scales Financial Impacts: Financial Impacts: The Officers' and Sergeants' contracts provide a 5% increase to the Industry Based Competitive Scale for the second year of the contract bringing the starting salary for police officers to $67,865.20. For the third and final year of each contract, there will be a 3% increase to the Industry Based Competetive Scale, bringing the starting wage for a new officer to $69,901.10. Officers and sergeants will continue to receive increases respective of their years of service. The financial impact of this agreement will be provided for in the budget.
