Initiative. (Police Chief Ogburn) Background Summary: It is the intention of the Florida Department of Law Enforcement (FDLE) to establish the State Assistance for Fentanyl Eradication (S.A.F.E.) Mutual Aid Group, hereinafter referred to as the S.A.F.E. Initiative, with the Ocoee Police Department in an effort to combat the fentanyl crisis. The initiative will focus on identifying fentanyl-related crimes, including racketeering, drug law violations, and related criminal offenses, as well as dismantling organized criminal groups engaged in such activity. These criminal activities may impact single or multiple jurisdictions. FDLE intends to establish this initiative as a mechanism through which area law enforcement agencies can dedicate resources to targeting criminal activity and criminal organizations that violate Florida Statutes and may affect their jurisdictions. This Mutual Aid Agreement shall become effective upon the signature of the authorized representatives and shall remain in effect, unless otherwise terminated, through June 30, 2026. If the initiative continues operations beyond June 30, 2026, the agreement shall automatically continue on a month-to-month basis, not extending beyond September 30, 2026. The funds allocated for reimbursement to the Ocoee Police Department total $12,500.00. Issue: Should the Honorable Mayor and City Commission approve the Mutual Aid Agreement with FDLE to combat fentanyl-related crimes within the City of Ocoee? Recommendations: Staff recommends that the Honorable Mayor and City Commission approve the Mutual Aid Agreement with FDLE to combat fentanyl-related crimes within the City of Ocoee.
