Subject: Discussion of Reappointment/Appointment of Members of the Planning and Zoning
Commission. (Development Services Director Lepp and Deputy City Clerk Parks)
Background Summary:
In 2018, the City Commission adopted Ordinance 2018-021 amending Section 3-2 of the Land Development
Code, by establishing a five (5) member Planning and Zoning Commission to include term limits.
Subsequently, in 2019, Ordinance 2019-037 was adopted to provide for one (1) alternate member. The
alternate member shall attend all meetings, shall be counted towards a quorum, may participate in any item
where the alternate has no voting conflict, and, when necessary, will vote in the place of any absent or
disqualified board member on an individual item. Any member who has served two full terms is not eligible to
serve another term until three years have passed.
At the May 5, 2026, City Commission meeting, the Commission was notified that Planning and Zoning
Commission appointments would be discussed and voted on at the May 19, 2026, meeting.
Member Lomneck's second full three-year term will end in June 2026; therefore, his seat will be vacated, and
he is ineligible for another term until three (3) years have passed.
Member Keller is completing a term of a vacated seat that is set to expire in June 2026. On April 15th and
April 24th, staff reached out to Member Keller to gauge his interest in being reappointed as a regular member
to serve his first full three-year term. He expressed interest in being appointed as a regular member to serve
his first full three-year term. Member Keller attended all meetings in 2026.
Member Butler is the alternate member who is also completing a term of a vacated seat that is set to expire in
June 2026. On April 15th, staff reached out to Member Butler to gauge his interest in being reappointed.
Member Butler expressed interest in being appointed as a regular member to serve his first full three-year
term. Member Butler also attended all meetings in 2026.
The City Clerk’s Department has received one additional application from Johnmichael Fernandez. Mr.
Fernandez currently serves on the Code Enforcement Board and has been advised that if appointed to the
Planning and Zoning Commission, he must immediately resign from the Code Enforcement Board. There are
currently no other applications for this Board on file.
Issue:
Should the Honorable Mayor and City Commission consider appointing Member Keller and Member Butler as

regular members of the Planning and Zoning Commission, as requested, to complete their initial three-year
terms, and appoint Johnmichael Fernandez as an alternate member, with all terms expiring in June 2029?
Recommendations:
Staff recommends the Honorable Mayor and City Commission consider appointing Member Keller and
Member Butler as regular members of the Planning and Zoning Commission, as requested, to complete their
initial three-year terms, and appoint Johnmichael Fernandez as an alternate member, with all terms expiring in
June 2029.
