Bluford Avenue Ocoee, Florida May 5, 2026 MINUTES 6:15 PM REGULAR CITY COMMISSION MEETING • CALL TO ORDER 6i U FIN Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers of City Hall. The invocation was led by Teresa Wright, Central Florida Freethought Community, followed by the Pledge of Allegiance to the Flag led by Commissioner Kennedy. Deputy City Clerk Parks called the roll and declared a quorum present. Present: Mayor Johnson, Commissioner Kennedy, Commissioner Wilsen, Commissioner Firstner, Commissioner Oliver Absent: None Also Present: City Manager Shadrix, City Attorney Geller, Deputy City Clerk Parks -PRESENTATIONS AND PROCLAMATIONS � :1 PilriJ Municipal Clerk's Week Proclamation - read and proclaimed by Mayor Johnson. National Peace Officer Memorial Day and Week - read and proclaimed by Mayor Johnson. 2026 Legislative Session Update - Florida State House District 45 Representative Leonard Spencer provided the City Commission with an update on the extended legislative session and negotiations over the final State budget. He highlighted recent bills passed and moving through the chain. Commissioner Kennedy inquired about Representative Spencer's stance on the Live Local Act and Representative Spencer responded to his inquiry. Ocoee Youth Council (OYC) Program 2025/2026 Year in Review and Recognition of OYC High School Graduates. OYC Members and Municipal Records Coordinator Justice provided an overview of this year's many accomplishments, explained the Ocoee Youth Council Scholarship Program, and recognized their graduating seniors. Ashley Clark, Former Ocoee Youth Council Member, gave a motivational speech to the graduating seniors of the Ocoee Youth Council. • STAFF REPORTS AND AGENDA REVIEW 7:01 PNI (City Manager items were heard out of agenda order) City Manager Shadrix announced that a detailed fire station timeline will be provided to the City Commission via memorandum and stated that the project remains on track to reach 90% 1 1 Page Regular City Commission May 5, 2026 plan completion by August 2026. He explained that the project initially began as a P3 initiative; however, the City was unable to reach agreeable pricing terms and subsequently shifted to a Construction Manager at Risk delivery method. City Manager Shadrix also provided a brief update on traffic calming efforts, noting that nine (9) existing speed tables have been repainted and restriped. City Manager Shadrix invited Fire Chief Smothers to give an update on the City's AED program. • PUBLIC COMMENTS 6 61 i PJ] The following persons addressed the City Commission: Jim Subers, CEO of Vision Orlando, requested to use to Ocoee Lakeshore Center to host a free luncheon for Central Florida pastors and their security teams. The City Commission came to a consensus to allow the Ocoee Lakeshore Center to be used free of charge for the luncheon. - Steven Lewis, President and CEO of West Orange Chamber of Commerce, thanked the City for its collaboration on the 2026 Best Fest event noting it was a great success. Dr. Jim Moyer, Soil and Water Conservation District 2 Supervisor, acknowledged national holidays for the month of May and America's upcoming 250t" Anniversary. He also urged the community to participate in a water challenge to conserve water. • CONSENT AGENDA `i'.10 1-10 Consent Agenda Motion Motion: Move to adopt Consent Agenda Items #1-8; Moved by Commissioner Wilsen, seconded by Commissioner Kennedy; Motion carried 5-0. 1. Approval of Minutes from the Regular City Commission Meeting held April 21, 2026. (City Clerk Sibbitt) 2. Notification of Vacancies on the Code Enforcement Board. (Deputy City Clerk Parks) 3. Notification of a Second Three -Year Term Expiring for One (1) Regular Member, a Term Completing a Vacated Seat Expiring for One (1) Regular Member, and a Term Completing a Vacated Seat Expiring for One (1) Alternate Member on the Planning and Zoning Commission. (Development Services Director Lepp and Deputy City Clerk Parks) 4. Approval of Piggyback Agreement with Osceola County on Contractual Services. (Development Services Director Lepp) 5. Approval to Piggyback on the Orange County Master Purchase Agreement to Purchase Portable Radios. (Deputy Fire Chief Van Camp) 6. Approval of Interagency Agreement between Orange County, Florida and the Ocoee Police Department for Criminal Justice Information Exchange and Computer Usage. (Police Chief Ogburn) 7. Approval of the One -Year Contract Renewal Option for Fiscal Year 2026 with Purvis, Gray & Company for RFP #22-003 Auditing Services. Approval of the One (1) Year Optional Renewal of the existing Continuing Contracts for RFQ #21-006 Continuing Planning and Landscape Architectural Service. (Procurement Manager Tolbert) -FIRST READING OF ORDINANCE - None -SECOND READING OF ORDINANCE — PUBLIC HEARING : 110 9. Second Reading of an Ordinance Prohibiting Urination and Defecation in Public. (Police Chief Ogburn) Police Chief Ogburn presented a brief overview of the proposed ordinance for prohibiting urination and defecation in public. City Attorney Geller read the title of the ordinance. The public hearing was opened. As no one wished to speak, the public hearing was closed. Motion: Move to approve Ordinance 2026-07 providing for a New Chapter 60 of the Code of Ordinances related to Prohibiting Urination and Defecation in Public, as presented by staff; Moved by Commissioner Kennedy, seconded by Commissioner Oliver; Motion carried 5-0. 3:111:111111509ml UVWiTWO 10. Approval of Maguire Plaza Large -Scale Preliminary Final Site Plan; Project No. LS-2025- 006. (Development Services Director Lepp) Development Services Director Lepp presented an overview of the subject property and proposed project, consisting of three (3) single -story buildings totaling 42,750 square feet of flex space for commercial office use, along with on -site parking, stormwater management, and supporting infrastructure on 3.63 acres. Access to the site will be from Maguire Road, with a planned future connection to Franklin Street. Utilities will be provided by the City. The project is consistent with Chapter 163, Florida Statutes, and the Downtown Mixed -Use District. The architectural design is consistent with the Plant Street Character Area Gateway District. The public hearing was opened. As no one wished to speak, the public hearing was closed. Commissioner Wilsen asked for confirmation of access to Franklin Street and Development Services Director Lepp confirmed that there will be access. Motion: Move to approve the Maguire Plaza Large -Scale Preliminary Final Site Plan; Project No. LS-2025-006, as presented by staff; Moved by Commissioner Firstner seconded by Commissioner Wilsen: Motion carried 5-0. -REGULAR AGENDA — None May 6, 2026 1 Commissioner Kennedy — Commented on the following: 7:19 PM- 7:20 PI, 1) Stated that he appreciates and respects the diversity and inclusion of having the Central Florida Freethought Community delivering the invocation; however, he expressed concern regarding the omission of a prayer and asked whether a prayer could also be included afterward in future meetings, Commissioner Wilsen — Commented on the following- 7,20 PM - MI PI 1 Acknowledged and gave kudos to Martha Lopez -Anderson for being an instrumental part of the City's AED program. Commissioner Oliver — Commented on the following- 7-Z'Y 2 1:11VI ­7:24 PM 1 Shared that two (2) students from Ocoee High School tragically died by suicide within 30 days of one another and noted concerns regarding the removal of Mental Health Counselors from Orange County Public Schools. He shared facts on how the youth suicide rates in Florida have increased. Commissioner Oliver stated that he is committed to advocating for the return of Mental Health Counselors within the school system. 2) Read an inspirational quote.
