The meeting was called to order by Chair Beck at 6:15 PM in the Commission Chambers of City Hall
located at 1 N. Bluford Avenue, Ocoee.
Chair Beck led the Pledge of Allegiance, followed by a moment of personal reflection. Recording
Clerk Torres proceeded with the roll call and confirmed the presence of a quorum.
Present: Chair Beck, Vice -Chair Maxwell, Member Singh, Member Henderson and Member Smith
Absent: Member Mellen
Also Present: Parks and Leisure Services Assistant Director Gaines and Recording Clerk Torres
First line of Mission Statement was read by Chair Beck "The general mission of the Human Relations
Diversity Board ("HRDB") is to promote understanding, respect, goodwill, and equality among all
citizens and businesses of the City of Ocoee."
• APPROVAL OF MINUTES
1. Approval of Minutes for the HRDB meeting held December 4, 2025.
Motion: Move to Approve Minutes from December 4, 2025, Meeting; Moved by Vice -Chair
Maxwell, seconded by Member Smith, Motion carried unanimously.
• OLD BUSINESS
1. "Discover Ocoee" video submissions
Chair Beck reported that a total of eight submissions have been received for the project. She noted
that if any Board members record a submission, they may send it to her for inclusion.
Chair Beck stated that, although not listed under Old Business, she wanted to inform the Board that
the University of Central Florida has tentatively agreed to present the first speaker session topic in April,
which will focus on neurodivergence. She added that a second speaker session topic is planned for the
summer and a third for the fall. Member Smith inquired about how the Board plans to encourage
resident attendance. Chair Beck responded that the City would share information via social media and
issue a press release. She also noted that she will assist with outreach through local news sources and
by contacting area schools via email.
Member Smith inquired about the anticipated completion date of the video. Chair Beck stated that the
video is expected to be finalized in May and will be presented at that meeting for Board review and
approval of the final version.

Chair Beck stated that she will design the certificates of appreciation, She noted that she will prepare
drafts and present them at the May meeting for review.
Parks and Leisure Services Assistant Director Gaines stated that the city held a successful MLK
