Subject: Approval to Submit an Application for the FY 2025 Assistance to Firefighters Grant
(AFG) Program for Self-Contained Breathing Apparatus (SCBA) Replacement Equipment.

Background Summary:
The Federal Emergency Management Agency (FEMA), through the Assistance to Firefighters Grant (AFG)
Program, provides funding opportunities to fire departments to enhance firefighter safety, operational
readiness, and emergency response capabilities through the acquisition of critical equipment and resources.
The Ocoee Fire Department is seeking authorization to submit an application for the FY 2025 AFG Program
for the replacement and expansion of the department’s Self-Contained Breathing Apparatus (SCBA) inventory.
The department intends to request funding for fifty-one (51) complete SCBA systems.
Each SCBA system requested as part of the grant will include:
• One (1) SCBA air pack/frame assembly
• Two (2) SCBA cylinders/bottles
• One (1) PASS device
• One (1) regulator assembly
• One (1) heads-up display and integrated electronics package
• Associated straps, harnesses, hoses, and components required for a complete operational SCBA system.
Issue:
Should the Honorable Mayor and City Commission authorize the Ocoee Fire Department to submit an
application to the FY 2025 Assistance to Firefighters Grant Program for the purchase of fifty-one (51) SCBA
systems and authorize the City Manager or his designee to execute all documents necessary for the
application process?
Recommendations:
Staff recommends that the Honorable Mayor and City Commission authorize the Ocoee Fire Department to
submit an application to the FY 2025 Assistance to Firefighters Grant Program for the purchase of fifty-one
(51) SCBA systems and authorize the City Manager or his designee to execute all documents necessary for
the application process.

Financial Impacts:
The estimated total project cost is approximately $729,323 and includes the purchase fifty-one (51) SCBA
packages. Each SCBA package includes one (1) SCBA air pack/frame assembly, Two (2) SCBA
cylinders/bottle, one (1) PASS device, one (1) regulator assembly, one (1) heads-up display mask and
integrated electronics package.
Under the FEMA Assistance to Firefighters Grant, the City of Ocoee would be responsible for a required cost
share of approximately ten percent (10%) of the total project cost.
Estimated City Match Requirement:
• Total Project Cost: $729,323
• Estimated Federal Share, 90%: $656,391
• Estimated City Match, 10%: $72,932
If awarded, the required City match of $72,932 would be allocated from the Fire Department’s operating
budget.
