Subject: Approval of Jc & J Contractors as a Single Source Vendor for Miscellaneous Utilities
Concrete Repairs. (Utilities Director Bolling)
Background Summary:
The Utilities Department is responsible for the operation and maintenance of approximately 387 miles of
potable water, reclaimed water, and sanitary sewer lines throughout the City of Ocoee. When underground
utility repairs occur beneath or adjacent to sidewalks, small sections of concrete must be removed to access
the infrastructure and replaced once the work is completed.These sidewalk replacements are typically small,
intermittent jobs. Due to their size, most large concrete contractors cannot perform the work quickly or cost
effectively. To minimize safety concerns and reduce delays in sidewalk restoration, the Utilities Department
has utilized Jc & J Contractors, a local concrete firm specializing in small-area concrete repairs.
During the current fiscal year, Jc & J Contractors has completed multiple sidewalk replacements associated
with utilities repairs. As a result, cumulative expenditures with this vendor now exceed $50,000. Any additional
work will surpass the City Manager’s purchasing authority, requiring City Commission approval to proceed.
Issue:
Should the Honorable Mayor and City Commission approve Jc & J Contractors as a Single Source vendor for
miscellaneous Utilities concrete repairs?
Recommendations:
Staff recommend the Honorable Mayor and City Commission approve Jc & J Contractors as a Single Source
vendor for miscellaneous Utilities concrete repairs. Staff also recommend the City Manager be authorized to
approve future purchases with Jc & J Contractors up to the limit of his purchasing authority for each purchase.

The Utilities Department has adequate funding for sidewalk restoration in GL 401-533-10-3400.
