Bluford Avenue Ocoee, Florida June 2, 2026 MINUTES 6:15 PM REGULAR CITY COMMISSION MEETING • CALL TO ORDER 6:15 PM Mayor Johnson called the regular session to order at 6:15 PM in the Commission Chambers of City Hall. The invocation was led by Commissioner Oliver, followed by the Pledge of Allegiance to the Flag led by Commissioner Firstner. Deputy City Clerk Parks called the roll and declared a quorum present. Present: Mayor Johnson, Commissioner Kennedy, Commissioner Wilsen, Commissioner Firstner, Commissioner Oliver Absent: None Also Present: City Manager Shadrix, City Attorney Kurt Ardaman, Deputy City Clerk Parks • PRESENTATIONS AND PROCLAMATIONS 6:16 PM Chick-fil-A 5k Beneficiary Check Presentation (Parks and Leisure Services Director Johnson) Parks and Leisure Services Director Johnson introduced Beth Otts with Chick-fil-A, who provided a brief overview of the 2026 Chick-fil-A 5K and Fun Run, and thanked City staff, sponsors, and the community for their support. She announced t he 15th Annual Chick-fil-A 5k and Fun Run will be held on April 10, 2027. Beth Otts then presented the 2026 benefactor, Do Good Farm, with a check and introduced Cameron Taylor with Do Good Farm, who briefly summarized the organization and their purpose. Boys and Girls Club of West Orange Update Mac Reed, Chief Impact Officer for the Boys & Girls Clubs of Central Florida, announced that the new June Family Branch is scheduled to open in August 2026. He stated that the 20,000 - square-foot facility will include 10,000 square feet dedicated to youth members (elementary school-aged children) and 10,000 square feet dedicated to teen members (middle and high school-aged students). He further noted that an additional 10,000 -square-foot gymnasium is planned for a future expansion. Amber Shaw, Site Coordinator for the Ocoee Middle School Boys & Girls Club, provided a brief overview of the Ocoee Middle School site and expressed her enthusiasm for the opening of the new branch. Mac Reed stated that the new facility will be located on 9th Street and announced that the grand opening ceremony is scheduled for September 24, 2026. • STAFF REPORTS AND AGENDA REVIEW 6:28 PM City Manager Shadrix congratulated the Parks and Leisure Services team for receiving an Honorable Mention Award from the Florida Municipal Communicators Association, for the City Regular City Commission June 2, 2026 2 | P a g e Calendar. City Manager Shadrix also announced that the legislature, in a special session, adopted a joint resolution to place a tax reform package on the 2026 voting ballot. He stated that the City is already actively working on and will be presenting the City Commission with a public education plan, pursuant to advice from the City Attorney. • PUBLIC COMMENTS 6:30 PM The following persons addressed the City Commission: - Jim Moyer, Water and Soil Conservation District 2 Supervisor, gave a presentation on the importance of water and challenged everyone to practice water conservation. • CONSENT AGENDA 6:34 PM Consent Agenda Motion Motion: Move to adopt Consent Agenda Items #1-5; Moved by Commissioner Kennedy, seconded by Commissioner Wilsen; Motion carried 5-0. 1. Approval of Minutes from the Regular City Commission Meeting held May 19, 2026. (City Clerk Sibbitt) 2. Approval of New Appointment to the Citizen Advisory Council for Ocoee Fire Department (CACOFD). (Deputy City Clerk Parks) 3. Approval to Apply for the FEMA Fire Prevention and Safety (FP&S) Grant Program for a Fire Safety Educational Robot. (Deputy Fire Chief Van Camp) 4. Approval to Submit an Application for the FY 2025 Assistance to Firefighters Grant (AFG) Program for Self-Contained Breathing Apparatus (SCBA) Replacement Equipment. (Deputy Fire Chief Van Camp) 5. Approval of Jc & J Contractors as a Single Source Vendor for Miscellaneous Utilities Concrete Repairs. (Utilities Director Bolling) • FIRST READING OF ORDINANCE – None • SECOND READING OF ORDINANCE 6. Second Reading of Ordinance for Fiscal Year 2025-26 Mid-Year Budget Amendment. (Finance Director Weber) Finance Director Weber advised that no amendments have been made to the ordinance since its first reading on May 19th and stated that Staff recommends approval. City Attorney Ardaman read the title of the ordinance. The public hearing was opened. As no one wished to speak, the public hearing was closed. Motion: Move to approve Ordinance 2026-07 for Fiscal Year 2025-26 Mid-Year Budget Amendment; Moved by Commissioner Wilsen, seconded by Commissioner Oliver; Motion carried 5-0. • PUBLIC HEARING - None Regular City Commission June 2, 2026 3 | P a g e • REGULAR AGENDA 7. Approval for Appointment of a Regular Member and an Alternate Member to the Code Enforcement Board. (Deputy City Clerk Parks) Deputy City Clerk Parks stated that the City Clerk’s Office received two applications from residents interested in being a member of the Code Enforcement Board. She stated that there is one vacant regular member seat, which has a term set to expire in June 2027, and two vacant alternate member seats, whose terms will be set for three years once a member is appointed. Staff is asking the City Commission to consider the two applications and state which applicant will serve as a regular member, and which applicant will serve as an alternate member. Motion: Move to appoint Michael Montgomery as a regular member of the Code Enforcement Board to fill a vacant seat and complete a term set to expire in June 2027 ; Moved by Commissioner Wilsen, seconded by Commissioner Kennedy; Motion carried 5-0. Motion: Move to appoint Bradley Jackson as an alternate member of the Code Enforcement Board to complete a three-year term, set to expire in June 2029; Moved by Commissioner Kennedy, seconded by Commissioner Wilsen; Motion carried 5-0. • MAYOR'S ANNOUNCEMENTS 6:40 PM Mayor Johnson announced several upcoming City events scheduled for June and July. • COMMENTS FROM COMMISSIONERS 6:42 PM Commissioner Oliver – Commented on the following: 6:42 PM – 6:44 PM 1) Commented on tax reform and how to educate the public and encouraged the audience to get educated on the subject matter. 2) Read an inspirational quote. Commissioner Firstner – Commented on the following: 6:44 PM 1) Expressed his concern with how local municipalities’ ability to exercise Home Rule is being eroded. Commissioner Wilsen– Commented on the following: 6:44 PM – 6:45 PM 1) Announced that she excited about the upcoming July 4th celebration. Commissioner Kennedy– Commented on the following: 6:45 PM – 6:50 PM 1) Expressed his concern with how elected officials, at all levels, are inconsistent with their stance on Home Rule, and encouraged residents to educate themselves on the subject matter. 2) Praised City Manager Shadrix for his consistency and proactiveness regarding tax reform. 3) Stated that the Citizen Advisory Council of the Police Department (CACOPD) currently Regular City Commission June 2, 2026 4 | P a g e has four (4) members and is having difficulty achieving a quorum. He encouraged residents, particularly those who have recently graduated from the Citizens Public Safety Academy, to consider volunteering to serve on the CACOPD. He also noted that individuals may be appointed to the board prior to completing the Citizens Public Safety Academy and may attend the academy while actively serving as board members. Mayor Johnson – Commented on the following: 6:50 PM – 6:56 PM 1) Expressed his views on Home Rule. 2) Expressed his views on tax reform and encouraged residents to educate themselves on tax reform. Commissioner Wilsen stated that she previously received the Home Rule Hero Certificate from the Florida League of Cities and expressed her disappointment with the representatives of the Florida League of Cities.
