Subject: Approval of the Phase 2 Service Engagement with Cole Pro Media as Transparency
Engagement Advisor for Ocoee Communications. (Assistant City Manager Rumer)
Background Summary:
Cole Pro Media currently provides the City with consulting services in public relations related to public safety
emergencies and has also provided marketing and communications consulting support to the Community
Relations Division.
The City also entered into a two-phase service agreement with Cole Pro Media to provide public relations,
communications strategy, and digital communications services in connection with public information regarding
the proposed property tax reform, the Fire Service Assessment fees, and the upcoming community workshops
on the budget.
Phase 1 of the agreement has been completed and included the creation of a public services survey related to
property tax reform, management of the security of survey responses, verification of response validity,
analysis of survey findings, and preparation of an impact report summarizing the results.
Phase 2 of the agreement will facilitate the development of a website providing information on the upcoming
State of Florida property tax reform, assist in documenting the data and narrative on how Ocoee and other
Florida cities will be affected by the proposed reform, develop a strategy for the website's content and
dissemination of information to the public, and prepare communications materials for the community budget
presentations.
Because the cost of Phase 2 services will exceed the City Manager's purchasing authority threshold of
$50,000, City Commission approval is required to proceed with this phase of the agreement.

Recommendations:
Staff recommends the Honorable Mayor and City Commission approve the Phase 2 Service Engagement with
Cole Pro Media as Transparency Engagement Advisor for Ocoee Communications.
