Subject: 2007 Holiday Lights and Banners.
Background Summary:
The Commission approved $50,000.00 for Holiday decorations in the 2007-2008 Budget. Clark Sales Display,
Inc., Tavares, Florida, has traditionally provided the City's Holiday lights and banners on existing utility poles
where Progress Energy has provided electrical connections throughout the City. The terms of the lease include
installation, removal and storage by Clark Sales Display. Staff continues to recommend leasing the decorations in
order to provide the most up to date lights and banners for the proposed $37,750.00.
The remaining money for this budgeted item can be used for adding new electrical connections for additional
lighted decorations beginning with the 2008 Holiday season and replacing electrical connections that are no longer
functioning.
Issue:
Should the City Commission approve; the leasing of Holiday display lights and decorations from Clark Sales
Display, Inc., for $37,750.00, new electrical connections for additional decorations beginning with the 2008 Holiday
season and replacement of electrical connections that are no longer functioning?
Recommendations
Public Works recommends the Commission approve the following:
· Issue a purchase order for the 2007 Holiday decorations to Clark Sales Display for $37,750.00.
· Add all-weather electrical connections to the 38 poles on Ocoee Crown Point Parkway for a not to exceed
amount of $9,500.00.
· Replace existing damaged electrical connections with all weather connections for a not to exceed amount
of $2,750.00.

Financial Impact:
The proposed Holiday decorations and electrical power connections fall within the 2007-2008 budget account line
001-541-10-4400.

ISSUE
Should the City Commission approve the leasing of Holiday display lights and decorations from Clark Sales Display, Inc.,
for $37,750.00, adding new electrical connections for additional decorations beginning with the 2008 Holiday season and
replacing electrical connections that are no longer functioning.
BACKGROUNDIDISCUSSION
The Commission approved Clark Sales Display to install $35,090.00 in Holiday decorations for 2006 on the following City
streets:
· Clarke Road, SR 50 to passed A.D. Mims.
· Bluford Avenue, SR 50 to Silver Star Road.
· Maguire Road, SR 50 to Moore Road (where power connection is available).
· Silver Start Road, Ocoee-Apopka Road to Clarke Road.
· Wurst Road, Phyllis Street to Little Spring Hill Drive.
The Commission also approved an additional $9,424.00 to purchase and install Holiday banners on the 38 light poles on
Ocoee Crown Point Parkway.
The cost to provide the same decorations as last year is $37,750.00. This leaves $12,250.00 in the Holiday decorations
budget which can be used to provide new electrical connections for additional decorations beginning with the 2008 Holiday
season and replacing electrical connections that are no longer functioning.
Adding electrical connections to the 38 poles on Ocoee Crown Point Parkway in order to install lighted decorations next
year will cost $250 per pole for an all-weather electrical connection for a total of $9,500.00. The additional cost for these
lighted decorations next year will be an additional $2,850.00. This is based on the following:
$5,510.00 - Lease cost for 38 pole mounted decorations at $145.00 each.
($2.660.00) - Savings by eliminating the Holiday banners.
$2,850.00 - Additional cost over the 2007 Holiday season cost ($40,600.00 for the 2008 Holiday season).
The remaining $2,750.00 will be used to replace 11 existing damaged "pig-tail" connections with all-weather connections.
Based on the above information, Public Works recommends the following:
· Proceed with the 2007 Holiday decorations for a not to exceed amount of $37,750.00.
· Add all-weather electrical connections to the 38 poles on Ocoee Crown Point Parkway for a not to exceed amount
of $9,500.00.
· Replace existing damaged electrical connections with all weather connections for a not to exceed amount of
$2,750.00.
