Background Summary: The City Commission at its regular meeting on August 21, 2007 adopted Resolution 2007-006, including a schedule of fees and charges for the use of parks and recreation facilities, recreation programs, and swimming pool with the condition that the Parks and Recreation Advisory Board review and make recommendations regarding the fee schedule. The Commission also requested that Home Owner Associations be exempt from paying for a meeting room until such amendment could be incorporated into the resolution along with the changes from the Parks and Recreation Board. The Parks and Recreation Advisory Board at its meeting on September 17, 2007 discussed the fee schedule that was approved by the City Commission on August 21, 2007 and referred to the Board for its review. The Park and Recreation Advisory Board elected to make the following recommendations regarding the fees and charges: . The Board recommended that all members of City appointed Boards and elected City officials be permitted to use the Fitness Room at no cost. . The Board recommended that the fee for seniors, 65 and older, be waived for the use of the Fitness Room. . The Board recommended that the City consider establishing an annual boat docking/parking fee for the use of the boat ramp at Starke lake for non-residents. Residents of the City would not be charged and non- residents would be required to pay a fee for the permit, as determined by the City Commission. · The Board recommended the City establish a fee to allow reserving of picnic seating areas at the Municipal lakefront Park, with residents charged $10.00 per day and non-residents $20.00 per day. . Recommended that the senior discount rate for the swimming pool be set at 65 years of age, rather than the established 60 years of age. Issue: Should the honorable Mayor and City Commissioners accept and approve the recommendations made by the Parks and Recreation Advisory Board and direct staff to amend Resolution 2007 -006? Recommendations Staff recommends the honorable Mayor and City Commissioners review the recommendations made by the Parks and Recreation Advisory Board and direct staff to bring back an amended resolution. WHEREAS, the City Commission of the City of Ocoee desires to establish a schedule of fees and charges for the use of the City's parks and recreation facilities, recreation programs, and swimming pool. WHEREAS, it is in the best interest of the residents of Ocoee to adopt such schedule. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE, FLORIDA, AS FOLLOWS: SECTION 1: Authoritv. The City Commission of the City ofOcoee has the authority to adopt this Resolution pursuant to Article II, Section C-8 (X) of the City Charter of the City of Ocoee. SECTION 2: Parks and Recreation Fees and Char1!es The City adopts and approves the Parks and Recreation Fees and Charges schedule as set forth in Exhibit "A" attached hereto and by this reference made a part hereof. SECTION 3. Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto. Any fees not specifically listed in this schedule, referred to as Exhibit A, shall be determined by the Parks and Recreation Director with the approval of the City Manager. 8/21/2007 MINUTES OF THE OCOEE PARKS AND RECREATION ADVISORY BOARD REGULAR MEETING HELD ON SEPTEMBER 17, 2007 CALL TO ORDER Chairman Applegate called the meeting to order at 7:36 p.m. in the meeting room 1701 ADAIR STREET, OCOEE FLORIDA 34761. The roll was called and a quorum was declared. PRESENT: Chairman Applegate, Vice-Chair Barber, Members, Fleming, McKey, Royce, Neal-Wilson and Wilsen. Also present were Parks & Recreation Director Jeff Hayes and Administrative Assistant for Parks and Recreation, Jamie Meeks. ABSENT: Members Asay (unexcused) and Hembree (unexcused). GUESTS: Jane and Mark Rainer (OYSL) and Jamie Croteau (Asst. City Manager). DISCUSSION A. Acceptance and Approval of Recreation Advisory Board Regular Meeting Minutes of May 21, 2007 - July 16,2007. Chairman Avvleflate. seconded by Vice-Chair Barber. moved to avvrove the rezular meeting minutes of May 21. 2007 - July 16. 2007. The motion carried unanimously. B. Update on Fees and Charges for Facilities and Programs. Parks and Recreation Director Hayes distributed a copy of the fee schedule for all facilities and programs. He explained that the City Commission has approved the fee schedule and has requested that the Park and Advisory Board take a look and provide any comments and offer any suggestions. He explained although the City Commission has approved the fee schedule, any suggestions can be made and adjusted accordingly. Parks and Recreation Director Hayes thoroughly explained all proposed and approved fees. The board ensued in discussion regarding fees and rental facilities. Member Fleminfl. seconded by Member McKev. moved to waive fitness room fees for Board Members and Elected Officials at the Jim Beech Center. The motion carried unanimously. Member Rovce. seconded by Member Neal-Wilson. moved to waive fitness room fees for senior citizens over 65 years of aze at the Jim Beech Center. The motion carried unanimously. The board ensued in discussion regarding parking permits for Municipal/Lakefront at Starke Lake. Member Fleminfl. seconded by Member Wilsen. moved to recommend all non-city residents be required to have a one time annual boat docking. varkinz fee for Municival/Lakefront at Starke Lake. Suggested Fees to be a one time fee per day of $10.00-$20.00. The motion carried unanimously. Member Barber. seconded bv Member Wilsen. moved to chan$!e the senior citizen a$!e from 60 years of age to 65 years of age on all fees. The motion carried unanimous Iv. The board ensued in discussion regarding making the City of Ocoee a Tree City. Parks and Recreation Director Hayes stated he is in the process of working on getting the city recognition from Tree City. Parks and Recreation Director Hayes stated what criteria's there are to be met. A draft ordinance regarding public trees has been submitted to the City Manager and the City Attorney. Revisions will be made in order to create an ordinance and then an application will be submitted at that time. The board ensued in discussion regarding the $1,000.00 Advisory Board budget available. Member Wilsen questioned whether the board should make a motion to spend the funds available. Member Royce will submit a budget list to the Parks and Recreation Dept. The board would like to use the 2007 FY funds available for the Founders Day Art Booth.
