Subject: Approval to Submit Grant Application and Accept Award to the Florida Firefighter
Cancer Decontamination Grant for Two Vehicle Exhaust Capture Systems. (Deputy Fire Chief

Background Summary: The Ocoee Fire Department requests City Commission authorization to submit a
grant application for funding to purchase and install vehicle exhaust capture systems on two fire apparatus:
one E-ONE fire engine and one Sutphen 90-foot aerial platform. The requested action also authorizes the City
to accept the grant, if awarded, provide the required 25% local matching funds, and purchase the two exhaust
capturing systems.
Firefighters are routinely exposed to diesel exhaust emissions generated by emergency response apparatus.
Diesel exhaust has been identified as a known human carcinogen and is associated with increased risks of
cancer and respiratory disease. The NO SMOKE direct source diesel exhaust filtration system significantly
reduces firefighter exposure by capturing and filtering diesel emissions directly at the source before they enter
the fire station or surrounding work areas. All front line fire apparatus already have this system, except for the
newly purchased fire engine and the aerial tower truck.
The proposed project will equip two frontline apparatus with onboard exhaust capture systems that comply
with NFPA 1500 (2018) firefighter health and safety standards. Installation of these systems will improve
station air quality, reduce occupational health risks, and further the Department's ongoing commitment to
firefighter cancer prevention and workplace safety.
Approval of this item serves a valid public purpose by enhancing firefighter health and safety, reducing
exposure to hazardous diesel exhaust emissions, improving workplace air quality within City fire stations, and
ensuring emergency response apparatus are equipped with technology that supports nationally recognized
firefighter safety standards. The project will help protect the City's emergency responders while improving the
long-term reliability and safety of fire department operations.
The total estimated project cost, including equipment and installation for both apparatus, is $21,392.

If the grant is awarded, the City's required matching funds will be provided through the Fire Department's
approved budget.
Issue:
Should the Honorable Mayor and City Commission authorize the Fire Department to submit the grant
application for vehicle exhaust capture systems and, if the grant is awarded, to authorize the City Manager to
accept the grant and authorize the Mayor, City Clerk, and Staff to sign the grant agreement, execute all
necessary grant documents, provide the required local matching contribution of $5,348, and purchase the NO
SMOKE direct source diesel exhaust filtration system?
Recommendations:
Staff recommends the Honorable Mayor and City Commission authorize the Fire Department to submit the
grant application for vehicle exhaust capture systems and, if the grant is awarded, to authorize the City
Manager to accept the grant and authorize the Mayor, City Clerk, and Staff to sign the grant agreement,
execute all necessary grant documents, provide the required local matching contribution of $5,348, and
purchase the NO SMOKE direct source diesel exhaust filtration system.

Financial Impacts: The estimated total project cost is approximately $21,392 and includes the purchase
and installation of two exhaust capturing systems.
Under the FEMA Assistance to Firefighters Grant, the City of Ocoee would be responsible for a required cost
share of approximately ten percent (10%) of the total project cost.
