Subject: Approval of Purchase and Upfit of a Patrol Vehicle. (Police Chief Ogburn)
Background Summary:
The Ocoee Police Department would like to use residual funds from the FY26 budget to purchase and upfit a
patrol vehicle, which is needed to maintain a working fleet in a state of operational readiness. Staff has a need
for a pickup truck-type vehicle and located a Ford F150 Responder from Duval Ford in Jacksonville, Florida,
that will meet the needs of the agency. The vehicle will be purchased under the Florida Sheriff’s Association
contract. This vendor has an existing relationship with the City of Ocoee. Staff is seeking authorization from
the Commission to acquire the described vehicle from in-stock inventory at the above-mentioned dealership,
upfit it with JCO Corporation, and install police graphics from ODMX Express Signs. The purchase of this
vehicle will not exceed the remaining balance in FY26 budget. Staff also request that the City Manager be
authorized to approve change orders, if necessary, up to the limit of his procurement authority. The total cost
to purchase and upfit the vehicle is $75,209.00.

Issue:
Should the Honorable Mayor and City Commission approve the purchase of the described in-stock vehicle
from Duval Ford with residual funds from the current FY26 Police Department budget, not to exceed the
remaining balance, and authorize the City Manager to approve change orders, if necessary, up to the limit of
his procurement authority?
Recommendations:
Staff recommends the Honorable Mayor and City Commission approve the purchase of the described in-stock
vehicle from Duval Ford with residual funds from the current FY26 Police Department budget, not to exceed
the remaining balance, and authorize the City Manager to approve change orders, if necessary, up to the limit
of his procurement authority.

Funding for these vehicles will be sourced from the following operating GL account #’s: 001-521-00-3400, 001-
521-00-4400, 001-521-00-4401, and 001-521-00-4606. This will be included in the year-end budget
amendment to document the transfer of funds.

*Final proofing is the sole responsibility of the customer. Before giving approval, please examine all proofs carefully for the
accuracy of the information presented, as well as correct spelling, punctuation, numbers, dimensions, graphics, colors and general
layout. Two proof revisions per item are provided at no cost. Additional proofs will be billed at $25 per revision. Any changes made
after proof approval will be done at the customer's expense.
*There is a one year warranty on materials, parts and labor, excluding vandalism, intentional damage, extreme weather conditions,
Acts of God and improper care or maintenance*. If cleaning is necessary, use only a mild detergent solution with a soft brush or
sponge. Under no circumstances should a pressure washer or harsh chemical be used. All sprinkler heads should be directed
away from sign faces. Direct spraying may have an adverse effect on the finish. Any damage resulting from improper care or
maintenance is the sole responsibility of the customer. *Warranty excludes coroplast or similar substrates.
*All orders not totaling $50.00 before taxes will have a $15.00 minimum order processing fee applied to the order.
*Review shipping contact name and address information carefully prior to quote approval to avoid potential additional charges
and delays in receiving your order. ODM is not responsible for additional charges incurred if shipping information is incorrectly
supplied and an order must be sent to a second delivery address. In addition, if a specific morning or afternoon time window is
required for delivery, we must know this information in advance to quote shipping charges accurately. If we are not notified of
these requirements prior to final quote approval, standard shipping will be quoted and your order delivered in a 5-hour window
