Subject: Approval to Ratify Appointment of the Fifth Trustee to the General Employees’

Background Summary:
Trustees for the Pension Board serve four (4) year terms, as amended in Ordinance 2009-020. The City
Commission appoints two (2) of the trustees, two (2) are elected from the employee body, and the fifth trustee
is chosen by those four (4) trustees and presented to the City Commission for certification of the appointment
as a ministerial act.
At their meeting on August 5, 2026, the General Employees’ Pension Board voted to reappoint Trustee
Gequita Cowan as the Board’s Fifth Trustee, to serve a four-year term expiring September 30, 2030. At this
time, no other applications have been received for serving on this board.
Issue:
Should the Honorable Mayor and City Commission ratify the appointment of Gequita Cowan as Fifth Trustee
for the General Employees’ Pension Board of Trustees with a term ending September 30, 2030?
Recommendations:
Staff recommends that the Honorable Mayor and City Commission ratify the appointment of Gequita Cowan
as Fifth Trustee for the General Employees’ Pension Board of Trustees with a term ending September 30,
2030.

Good morning! Gequita Cowans term as 5th trustee ends September 30,
2026.
The board voted and approved for Gequita Cowan to serve another term at
the August 5, 2026 meeting.
Following board approval, the 5th trustee must be appointed as a
ministerial act by the board of Commissioners.
Can you please add this to the agenda for the next commission meeting?
Please advise the date of the next meeting.
