Only Mayor Scott Vandergrift voted against the fee. As a 45-year resident of Ocoee, an 86-year-old honorably discharged Veteran, and a senior citizen, I am finding it increasingly difficult to cope with the rising cost of living on a fixed income. I am currently the sole caregiver for my 13-year-old great-granddaughter. Our household income consists only of my Social Security ($2,130.00), a 10% VA disability benefit ($186.00), and approximately $500.00 from her late grandmother's estate. To make ends meet and ensure she has a stable home, I have already cut out all non-essential expenses, including home insurance, life insurance, TV, and various memberships. Receiving a minimal amount of $23.00 in food assistance previously demonstrated how little support is available for families in our situation. This additional increase to our local service fees will force further hardships on us, and I simply do not know what else is left to cut from our budget. This assessment is assessed to be $597.16. I am appealing this assessment based on the fact that my property at 112 Burnt Tree Court is only 1,400 square feet which includes a one car garage of 400 square feet leaving only 1,000 square feet of actual living space. This is the same for the other properties on Burnt Tree Court, as well as other properties in a quarter mile radius. I am not objecting to an increase because the city needs money to continue the business of providing for its citizens and to provide necessary services when needed. However, I think it's unfair to assess residential properties on an average estimate of which mine property is less than half of the 2,423 estimate. If you have to assess us then you NEED to use the same measuring stick for all, not actual square footage for non-residential and average for residential. As some of the older home in Ocoee are much smaller than 2,423 square feet. Please take these points of concern into consideration and revise this figure so that we can be assessed per actual square footage. Before authorizing the City to collect approximately $14 million annually through an additional non-ad valorem assessment, residents deserve a detailed accounting of why this level of funding is necessary and exactly what additional or previously unfunded fire-protection costs justify shifting this amount directly onto property owners. I therefore object to establishing the $597.16 maximum assessment against my property unless and until the City provides sufficient financial and operational justification demonstrating that this amount is reasonably necessary and proportionate to the benefit provided. 2. Ocoee’s Financial Position and Continuing Growth Must Be Considered My concern is heightened by the significant revenues, development activity, tax base growth, and other financial resources already flowing through the City and its related public entities. Ocoee continues to experience substantial residential and commercial growth. New homes, townhomes, apartments, businesses and development generate additional property-tax revenue, permitting and development- related revenue, utility revenue, and other economic activity for the City. The City’s own public financial records also demonstrate substantial resources within the Ocoee Community Redevelopment Agency. The City’s 2025 CRA Annual Report reported approximately $10.35 million in total income for FY 2024–2025, including approximately $6.9 million in opening cash balance and $3.31 million in tax-increment-financing contributions, while reporting approximately $1.62 million in expenditures during that fiscal year. I recognize that CRA funds are legally restricted and cannot simply be redirected to unrelated municipal expenses such as general fire operations. I raise these figures for a different reason: residents are entitled to evaluate the City’s complete financial and development picture when the City asks households to absorb another substantial recurring charge. The City should demonstrate to residents how its expanding tax base, development revenues, existing general revenues, reserves, and other available funding mechanisms have been evaluated before increasing the direct financial burden on existing homeowners. 3. Residents Need to See a Meaningful Return on the Increasing Cost of Living in Ocoee Ocoee residents already contribute through property taxes, sales taxes, utility charges, assessments, fees and other governmental revenue sources. Yet from a resident’s perspective, the continued increase in taxes, fees and assessments has not been accompanied by a sufficiently visible and proportional improvement in amenities, beautification, infrastructure, community resources, or other substantial quality-of-life investments throughout the City. This is particularly concerning when residents are repeatedly asked to absorb the costs of government projects and increasing municipal expenses. Growth should produce a benefit for the people who already live here. As Ocoee’s population, development activity, property values and tax base increase, residents should reasonably expect some of that economic growth to translate into visible improvements and investments that enhance the community and the quality of life of the people funding it. Instead, many homeowners are experiencing the opposite perception: the financial obligations of living in Ocoee continue to increase while the measurable return on those additional costs is increasingly difficult to identify. Before imposing another recurring assessment, the City should clearly demonstrate what residents have received from the financial growth that has already occurred. 4. The City Should Explain Why Existing and Growing Revenues Are Insufficient I respectfully request that the City provide a transparent accounting showing: The total Fire Department budget for FY 2026–2027; The total amount currently funded through ad valorem taxes and other existing revenues; The amount currently collected through the existing fire assessment; The precise funding deficiency the proposed assessment is intended to address; The amount of the City’s general-fund revenue attributable to growth in the property-tax base during the last five fiscal years; The City’s unrestricted General Fund reserves for each of those years; The additional property-tax, permitting, impact-fee and other revenues attributable to new residential and commercial development; The portion of the proposed approximately $14.09 million assessment that replaces existing General Fund support versus funding genuinely additional fire-protection expenses; and The specific improvements in fire-protection service, staffing, equipment, response capability or infrastructure residents will receive in exchange for the increased assessment. Without this information, residents cannot meaningfully determine whether this represents a necessary fire-protection funding measure or simply a transfer of an existing governmental obligation into a separate recurring charge imposed on property owners. 5. Concern Regarding Authorizing a Maximum Rate Beyond the Immediate Funding Requirement I also object to establishing a maximum assessment substantially above what may actually be required for FY 2026–2027. If the City’s actual budgetary requirement supports a lower assessment, the City should adopt the amount justified by the current fiscal year’s demonstrated need rather than establish a substantially higher ceiling that could facilitate future increases. Future financial circumstances should be addressed based upon actual conditions at that time and with meaningful public notice and participation. Homeowners should not be asked today to authorize tomorrow’s increase merely because doing so provides the City greater financial flexibility. 6. Growth Should Help Fund Growth The City itself reports significant continuing development within Ocoee. Additional residential development also creates additional properties from which taxes, assessments and other revenues can be collected. If population and development growth are increasing demand for fire and emergency services, then the City should explain how revenue generated by that same growth has been incorporated into its calculation before increasing assessments on existing homeowners. Existing residents should not disproportionately bear the financial consequences of growth while the economic benefits associated with that growth accrue elsewhere. Growth should help pay for the governmental demands created by growth. 7. Request for Accountability and Measurable Resident Benefit This assessment also raises a broader issue of fiscal accountability. Residents should not measure municipal success simply by how much money is collected or how much development is approved. The appropriate question is: What measurable return are Ocoee residents receiving from the increasing amount of money being collected from them? Before adding another recurring assessment, I respectfully ask the Commission to demonstrate how the City’s existing financial growth has translated into meaningful improvements for residents — including infrastructure, public spaces, beautification, recreation, transportation, public safety, community amenities and overall quality of life. The City’s own budget materials state that the budget serves as a roadmap for achieving City goals and provides a means of accountability for public resources. I am asking the Commission to apply that same principle here. 8. My home was built in 1965, is concrete and cinderblock construction, has a gross square foot area of 1412 sqft, and a 1014 sqft living area, yet my home and those like it are considered in the “average” size residential house classification. Many of the older homes like mine are owned by older residents, some of whom have been in the City for many years, and many are not working, relying only on social security and/or state aid. Were the newer homes that are two story, concrete block with stucco, that house multiple residents (i.e., family members or renting out rooms), that have more than two cars in the driveway and parked on the street assessed more than the 1 EDU, or are they assessed the same as our smaller, older homes? 3. According to the “Information on the City of Ocoee Proposed Fire Protection Non- Ad Valorem Assessment Rate Increase”: Q. Why is a special assessment needed? A. The city has been challenged over the last several years to maintain service levels with decreasing resources. Budget reductions and organizational efficiencies have been implemented over this time period. Without a special assessment or property tax increase, reductions in service levels may be required to help balance the city’s budget. On reviewing the salaries of some of Ocoee’s City management, perhaps some need to be adjusted down. For example: City Manager – in 2023 the salary was 285% higher than the average, and 335% higher than the median salary in the City of Ocoee Assistant City Manager - in 2022 the salary was 205% higher than the average, and 246% higher than the median salary in the City of Ocoee Finance Director – in 2023 the salary was 164% higher than the average, and 198% higher than the median salary in the City of Ocoee Public Works Director - in 2023 the salary was 156% higher than the average, and 188% higher than the median salary in the City of Ocoee Parks & Recreation Director - in 2023 the salary was 113% higher than the average, and 141% higher than the median salary in the City of Ocoee Code Enforcement Officer - in 2022 the salary was 21% higher than the average, and 36% higher than the median salary in the City of Ocoee Perhaps an overhaul of the budget should be addressed first. 4. Will we also be hit eventually with individual assessments for the waste management contract, the stormwater, and then the police? 5. Below is the information for the Cities of Apopka (estimated population about 67,364), Winter Garden (estimated population about 48,288), and Ocoee (estimated population of 52,760). The average population of these three local cities is 56,147.3333. a. Apopka: City leaders approved a tentative property tax rate of 4.6761 mills for FY 2026/2027. This represents an increase of 0.2385 mills, or 10%, above the rolled-back rate of 4.2510 mills. The increase required a two-thirds vote and passed 4-1, with Commissioner Nadia Anderson voting against it. A millage rate is the tax rate used to calculate local property taxes. One mill equals $1 of tax for every $1,000 of a property’s assessed taxable value. b. Winter Garden: Fire Assessment Status and History: i. Prior Assessment Proposal: Winter Garden previously evaluated a non-ad valorem fire protection and rescue assessment in mid-2025 to cover a projected $12 million operating deficit. ii. Cancellation: City management successfully trimmed nearly $4 million via operating and capital reductions and froze non-public safety positions, leading the commission to unanimously cancel the proposed fire assessment fee. iii. Current Standing: As of 2026, Winter Garden is managing potential revenue losses through its budget portal simulator and public feedback surveys rather than active implementation of a new residential fire fee. iv. The City of Winter Garden operates with one of the lowest property tax rates and leanest staffing ratios in Central Florida. Every dollar of property tax collected is already exceeded by public safety costs alone, and ad valorem revenue funds 48% of total General Fund expenses. A reduction of $5.2M in Year 1 or $8.5M in Year 2 would be a significant fiscal challenge for a City this size, requiring difficult decisions about the services, staff, and infrastructure that support a growing community of 52,000+ residents. c. Ocoee: Use of assessing fire assessment fees based on the determination by the City “that the average size residential house in the City is 2,423 square feet …” I respectfully object to this assessment based upon the “averaging” of the square footages of residential houses. I believe the proper assessment method would be the use of millage rates based on the current assessed taxable value of each home, and a budget review/overhaul for the City of Ocoee. This almost feels like the rush to vaccinate during the pandemic without adequate testing and approval. The notice I received proposes increasing my annual fire assessment from $1,439 last year to $19,026.42 this year—an increase of more than 1,322 percent. Such an extraordinary increase cannot reasonably be characterized as an adjustment for increased operating costs or inflation. It represents a fundamental shift in the City's funding policy, transferring an enormous financial burden onto commercial property owners while protecting residential property owners from similar increases. This proposal is neither equitable nor justified. I fully support adequately funding our Fire Department. Fire protection is one of the most important services a municipality provides. However, funding that service must be accomplished fairly and in a manner that bears a reasonable relationship to the benefit received and the actual demand placed upon those services. Instead, the proposed methodology appears to disproportionately burden commercial property owners because they represent a much smaller voting constituency than residential homeowners. Public policy should never be based upon political convenience. What concerns me most is that the City's assessment formula ignores one of the most important factors in fire protection—the actual fire risk presented by each property. My commercial building has been designed specifically to minimize fire hazards and reduce the demand placed on the City's Fire Department. The building includes: • A professionally engineered automatic fire sprinkler system capable of controlling or extinguishing a fire before it spreads. • A monitored automatic fire alarm system providing immediate notification of an emergency. • An automatic fire department notification system that significantly reduces emergency response times. Formal Objection to Proposed FY 2026-2027 Fire Protection Assessment August 5, 2026 2 | Page • Construction utilizing predominantly non-combustible building materials, substantially reducing the potential for rapid fire growth and catastrophic structural loss. These systems were installed at significant expense to protect lives, property, and to reduce the likelihood that the Fire Department would ever be required to combat a large or uncontrolled fire. By contrast, the overwhelming majority of residential homes within the City do not have automatic sprinkler systems. Most residences are constructed with combustible wood framing, engineered wood roof trusses, wood floor systems, and other combustible structural components that contribute to rapid fire development once ignition occurs. In many residential subdivisions throughout Ocoee, homes are separated by only a few feet. A fire involving one residence can rapidly spread to neighboring homes, placing multiple families, multiple structures, and entire neighborhoods at risk. These events require significant Fire Department resources and represent some of the greatest fire exposure faced by the City. Commercial buildings such as mine generally have substantially greater separation distances, are constructed to higher fire-resistance standards, and incorporate sophisticated fire suppression systems specifically intended to reduce demands upon emergency services. Yet the City's proposed assessment treats my property as though it creates an extraordinary burden on the Fire Department, increasing my assessment by more than thirteen times in a single year. The facts simply do not support that conclusion. If anything, the City's methodology appears to penalize property owners who have invested heavily in fire safety while minimizing increases for property classifications that often present greater fire spread potential. That is neither equitable nor logical. The notice states that assessments are based primarily upon building square footage and Equivalent Dwelling Units (EDUs). While square footage may be one consideration, it should not become the sole determinant while completely ignoring construction type, automatic suppression systems, fire alarm systems, occupancy characteristics, fire loading, and the actual probability that Fire Department resources will be required. Florida law requires that special assessments bear a reasonable relationship to the special benefit received by the property and that the costs be fairly apportioned among benefited properties. A methodology that produces a thirteen-fold increase for one class of property owners, while insulating another class from comparable increases, raises serious questions as to whether the assessment is fairly apportioned and legally sustainable. This proposal also carries significant economic consequences. Formal Objection to Proposed FY 2026-2027 Fire Protection Assessment August 5, 2026 3 | Page Commercial property owners already contribute substantially to the City's tax base through ad valorem taxes, utility taxes, impact fees, permit fees, occupational costs, and numerous other municipal charges. Increasing one operating expense by more than $17,500 annually does not simply affect property owners—it ultimately increases costs for tenants, employers, consumers, and every resident who depends upon local businesses. Policies such as this discourage investment, reduce property values, and make Ocoee less competitive for future commercial development. For these reasons, I respectfully request that the City Council: 1. Reject the proposed assessment methodology. 2. Commission an independent review of the allocation of fire protection costs between residential and commercial properties. 3. Revise the methodology to incorporate actual fire risk, building construction, sprinkler protection, fire alarm systems, occupancy hazards, and demonstrated demand for Fire Department services. 4. Phase in any necessary increases over several years rather than imposing economically devastating one-year increases. 5. Release all engineering studies, consultant reports, assumptions, calculations, and supporting documentation used in developing these assessments so that affected property owners may fully evaluate the proposal. Finally, I respectfully request that this letter be entered into the official record of the Public Hearing scheduled for August 18, 2026. Every member of this Council took an oath to serve all citizens fairly—not merely those who constitute the largest voting bloc. Fire protection is a public service that benefits the entire community. The responsibility for funding that service should likewise be shared fairly across the community and should not be shifted disproportionately onto commercial property owners simply because they are fewer in number and politically easier to burden. I urge each of you to reject this proposal and direct staff to develop an assessment methodology that is equitable, transparent, factually supportable, and consistent with both sound public policy and Florida law. This drastic rate increase does not occur in a vacuum. Working families and fixed-income households in Ocoee are already struggling against a severe cost-of-living crisis driven by relentless inflation. In recent years, the basic cost of living has skyrocketed. We are paying historically high amounts simply to keep our households running from groceries and fuel to astronomical homeowners' insurance premiums. Furthermore, the costs of basic monthly utilities, such as water and electricity, continue to rise. Forcing homeowners to shoulder a massive increase of hundreds of dollars for this assessment is unsustainable and demonstrates a complete disconnect from our daily financial reality. Moreover, this assessment is entirely premature. The city is compelling homeowners to pay for a projected budget deficit of $14,089,900.00 linked to a state property tax amendment that Florida citizens have not yet voted on. Imposing a funding cap based on hypothetical revenue loss turns a special assessment into a tool to substitute for general revenue, rather than treating it as a strictly calculated, proportional special benefit. Changing the methodology to penalize single-family homes with a high flat fee, while leveling the burden for commercial properties, creates an unfair distribution of costs. I urge the Commission to reject this $597.16 assessment, to first exhaust internal budget reductions, and to postpone any revenue restructuring until after the November election, when the actual status of Florida's fiscal framework is known. We fully recognize and value the dedication, sacrifice, and invaluable service our firefighters provide to the City of Ocoee. Their commitment to protecting our community deserves our respect and support. However, we respectfully believe that the proposed funding approach is neither a viable nor an equitable option for the residents affected by this measure. The proposal appears to shift the financial burden onto a limited group of homeowners selected solely based on the size of their homes specifically those exceeding 2,423 square feet without regard for the homeowners' individual financial circumstances or the economic challenges they may currently be facing. We are talking about families, seniors, veterans, people with disabilities, and long-time homeowners who never imagined such a thing would happen simply because their homes measure 2,423 square feet. With a population of approximately 49,000 in Ocoee, it seems unfair that only a specific segment of the community should bear this responsibility. Furthermore, no research study or financial analysis has been presented to demonstrate the economic situation of the selected households or to justify why these particular residents were chosen to fund this initiative. There are many alternative methods to raise additional funds for our local firefighters while allowing the entire Ocoee community to participate voluntarily. Community-wide fundraising events such as charity car washes, family dinners, sports tournaments, community festivals, benefit concerts, sponsorship programs, donation drives, and partnerships with local businesses can successfully generate financial support while fostering civic engagement and shared responsibility. Such initiatives encourage residents to contribute according to their means and willingness, creating a more inclusive and equitable approach. Supporting our firefighters should be a community effort that unites people, rather than a financial obligation imposed on a select group of homeowners. We respectfully request that the City Commission explore and consider alternative funding solutions that allow all members of the Ocoee community to participate voluntarily and fairly in supporting our firefighters. I respectfully ask that the Commission reject this proposed assessment, explore other cost saving measures, and wait until there is more certainty about Florida's future tax structure before considering such a substantial increase.
