Subject: Public Hearing for Adoption of the Septic-To-Sewer Final Assessment Resolution.

Background Summary: The 2017 Downtown Master Plan identified the lack of central sewer as a major
barrier to redevelopment. Concurrently to this study, state-led Wekiva Basin management studies determined
that septic tanks are a significant contributor to nutrient loading in Starke Lake. To support downtown
redevelopment and comply with state-mandated nutrient reduction requirements, the City has been extending
sewer in the downtown area over the past several years. In 2014, it was determined that 39 parcels were not
yet connected to available sewer. Connection is required by state statute.
The City applied for and was awarded a Florida Springs Grant that funds 100% of the on-property construction
costs needed to connect to sewer. The grant does not, however, fund the City’s one-time sewer capital fee.
On April 7, 2026, the City Commission approved three payment options for the sewer capital fee:
1. Standard cash payment at time of connection
2. Interest free 24 month payment on the utility bill (statutorily required)
3. A 10-year non-ad valorem assessment under the City’s home rule authority and Section 197.3632,
Florida Statutes
Nineteen property owners have opted for the 10-year non-ad valorem assessment program.
The sewer capital fee for all parcels was calculated using the Equivalent Residential Unit (ERU) methodology
in Chapter 173 of the City Code, based on a fee of $7,811 per ERU. The non-ad valorem assessment consists
of the sewer capital fee, a 3% interest rate, and a $120 recording cost per property. The total estimated sewer
assessment is $194,968.21.
Issue:
Should the Honorable Mayor and City Commission adopt the Septic-To-Sewer Final Assessment Resolution
for the FY 2026-27?
Recommendations:
Staff recommends that the Honorable Mayor and City Commission adopt the Septic-To-Sewer Final
Assessment Resolution for the FY 2026-27.
