CALL TO ORDER
Chair Fletcher called the CACOFD meeting to order at 6:03 PM in the Station 25 Conference
Room, located at 563 S. Bluford Avenue.
Chair Fletcher led the Pledge of Allegiance, followed by a Moment of Silence. Recording Clerk
Brown performed roll call and declared a quorum present.
Present: Chair Fletcher, Members Richardson, Vaughn, Washington, Channell
Absent: Vice -Chair Ochoa, Member Cummins
Also Present: Deputy Chief Van Camp, Recording Clerk Brown
• APPROVAL OF MINUTES
1. Minutes of the CACOFD Meeting held on February 12, 2026
Motion to Approve February 12, 2026, Minutes: Moved by Member Vaughn, seconded by
Member Washington; Motion carried unanimously.
® OLD BUSINESS
1. Commendation Plaque
Chair Fletcher provided information about the plaque to be purchased to commemorate former
Chair Tom Legvold's service to the CACOFD. Discussion ensued regarding inventory, plaque
details, cost, and payment.
Motion: Purchase commendation plaque for former Chair Tom Legvold, at a cost not to
exceed $50: Moved by Member Washington, seconded by Member Richardson; Motion_
carried unanimously.
2. Logoed Casual Apparel - Windbreaker
Deputy Chief Van Camp updated the board on the uniform company's transitional phase and
requested this item be tabled until the next meeting scheduled for August 13, 2026.
Member Vaughn brought up a past discussion from a retired City employee about creating a
patch or emblem for the retirees. Deputy Chief Van Camp mentioned the 100-year patch for
baseball caps. The discussion was tabled until the August meeting.

1. Retiree Breakfast
Chair Fletcher informed the board that the Breakfast Club of Ocoee was available in August for
the retiree breakfast, and suggested Saturday, August 15, 2026, as the date to host the event.
Motion: Limit the Retiree Breakfast expenses to a maximum of $700 for Saturday, August
15, 2026, at the Breakfast Club of Ocoee. Moved by Member Vaughn, seconded by
Member Washington; Motion carried unanimously.
® DEPARTMENT UPDATES
Deputy Chief Van Camp updated the Board with the following:
• Announced the new E1 Engine will be delivered in a few weeks and presented an
overview of fleet assets. Discussion ensued.
• Discussed staff onboarding and current conditional offers and open positions.
• Discussed the transition of recruitment from National Testing Network and the rollout of
in-house Physical Agility Testing.
• Announced the date and time of the upcoming City Commission meeting and encouraged
the board to watch. Discussion ensued.
• Explained that the Department received a grant for Drone 25 and that drone pilot school
is in progress.
• The Mass Casualty Drill in Tampa was successful. Medical Support 25 attended.
• The Station 38 design phase is moving forward, with tentative construction completion in
Spring 2028.
• Discussed follow-up action items from the previous meeting.
• Fielded questions about board participation at future community events.
