Subject: Parks and Recreation Department proposed fees for parks, recreation facilities and
recreation programs.
Background Summary:
The City Commission at its meeting on November 6, 2007 reviewed the recommendations of the Park and
Recreation Advisory Board regarding fees for the use of parks, recreation facilities, recreation programs, and
swimming pool. The Commission further instructed staff to include the following recommendations in the fee
schedule: an exemption from the fee for Homeowner Associations for the use of a meeting room, a one time annual
non-resident fee for adult recreation leagues, and a one time annual non-resident fee for youth sport leagues.
Issue:
The City Commission directed staff to include the recommendations of the Park and Recreation Advisory Board,
along with the recommendations from Commissioners in the Park and Recreation Department Fee Schedule and
bring back the resolution for approval.
Recommendations
Staff has amended the Park and Recreation Fee Schedule as directed and recommends the adoption of the fees
and charges for use of Recreation Centers and Community Centers, Athletic Fields, Park Pavilions and Gazebo,
Recreation Programs, Athletic Programs, and Swimming Pool Programs.

Financial Impact:
If the Commission approves the proposed fees and charges, additional revenue will be generated. The potential
increase cannot be determined at this time and will depend upon the level of participation in programs and the
level of use of recreational facilities.

RESOLUTION NO. 2007-006
A RESOLUTION OF THE CITY OF OCOEE, FLORIDA
RELATING TO PARKS AND RECREATION; ESTABLISHING A
SCHEDULE OF FEES AND CHARGES FOR THE USE OF PARKS
AND RECREATION FACILITIES, RECREATION PROGRAMS,
AND SWIMMING POOL; PROVIDING FOR SEVERABILITY;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Ocoee desires to establish a schedule of
fees and charges for the use of the City's parks and recreation facilities, recreation
programs, and swimming pool.
WHEREAS, it is in the best interest of the residents of Ocoee to adopt such schedule.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OCOEE, FLORIDA, AS FOLLOWS:
SECTION 1: Authoritv. The City Commission of the City ofOcoee has the authority
to adopt this Resolution pursuant to Article II, Section C-8 (X) of the City Charter of the
City of Ocoee.
SECTION 2: Parks and Recreation Fees and Chare:es The City adopts and approves
the Parks and Recreation Fees and Charges schedule as set forth in Exhibit "A" attached
hereto and by this reference made a part hereof.
SECTION 4. Severability. If any section, subsection, sentence, clause, phrase or
portion of this Resolution is for any reason held invalid or unconstitutional by any court
of competent jurisdiction, such portion shall be deemed a separate, distinct and
independent provision and such holding shall not affect the validity of the remaining
portion hereto;
SECTION 5. Effective Date. This Resolution shall become effective on October 1,
2007.

2. The adult non-resident fee is a one time annual fee that may be applied to more than one adult recreation
program in the same period of time (one year) in which it is valid.
3. Participants in any Youth Sport Partnership (Little League, Pop Warner Football, Ocoee Youth Soccer
Association, and All-Stars Soccer) shall be required to pay a fee for each participant residing outside the Ocoee
city limits. The non-resident fee is a one time annual fee that may be applied to more than one recreation
program in the same period of time (one year) in which it is valid.
