Background Summary:
The Code Enforcement Board was created by Ordinance No. 741 on June 16, 1981. The purpose of this board is
to review infractions of the City technical Codes, negotiate compliance, and impose fines for failure to comply. The
board currently consists of six (6) regular members and one (1) alternate member.
On November 6, 2007, City Commission appointed Mr. Julias Sais as an alternate member of the board
and he has served in that capacity for one meeting. Since then, Member Michael Hopper has resigned from
the board, leaving a vacant seat. The Chairman of the board recommended that Mr. Sais be appointed to the
vacant regular member position, which would result in two (2) vacant alternate member positions. Two
applications have been received for this board.
.Issue:
There are two positions on the Code Enforcement Board that need to be filled; one regular member position and
one alternate member position. The Mayor and Commission may fill (1) current member and (1) alternate member
from the attached applications OR move alternate member Sais to a regular member position, and fill the two
alternate positions from the attached applications. Chairman Godek has recommended the latter.
Recommendations
Staff recommends that the Honorable Mayor and City Commissioners move alternate member Sais to a regular
member position, and fill the two alternate positions with the applicants, Carolyn Alexander and Michael Elliott.

I recently retired after a long and productive career in various professions and I am very
interested in serving on a board for the City of Ocoee.
I attended West Virginia University and have taken numerous classes over the years to
further my education. My husband and I have been active members of the community
since the middle 1960's and raised our family here. I was a substitute teacher for
Orange' County public schools and did the majority of my teaching in the Ocoee schools.
I had a high level professional job as Executive Secretary to the Regional Vice President
and Managing Director of the Hyatt Regency Grand Cypress. In this position, I definitely
used and perfected my "people" skills.
One of my most rewarding jobs of my career was as the Development Review
Coordinator in the Planning Division of the Community Development Department for the
City of Ocoee. I definitely know the inner workings of the City and feel that my
knowledge and expertise would be an asset on any of the boards.

For the record:
Mike Hopper has resigned from the Code Enforcement Board due to changing his residence
to outside of Ocoee's city limits. He was an asset to the board and will be sorely missed.
I would like to recommend that alternate member Julius Sais be changed to regular member.
Should Mr. Sais becomes a regular member we will have openings for two alternates.
