Background Summary:
In compliance with State Statute Section 287.055 (CCNA Act) and policies and procedures of the City of
Ocoee Purchasing Code Chapter 21, a Request for Qualifications (RFQ) was advertised with the
intention to award a contract to one (1) qualified professional engineering firm. The selected firm will
provide stormwater, potable water, and sanitary sewer relocation design services associated with
widening of State Road 50 from the Western Beltway (SR 429) to Good Homes Road. The City of
Ocoee is being required to vacate the State right of way in order to make room for roadway
improvements scheduled at an unknown pointing the future. The Florida Department of Transportation
.as already begun condemnation proceedings on several City-owned properties and easements.
Issue:
Award of Engineering Services for SR 50 Utility Relocation to the top-ranked firm recommended by the
Selection Committee.
Recommendations
Staff recommends that the City Commission award the Contract for RFQ #0801 to CPH Engineers, Inc.,
and authorize Staff to proceed with contract negotiations with CPH, and authorize the Mayor, City Clerk,
and Staff to execute all necessary contract documents.
Per State of Florida CCNA Act Statute 287.055, if contract negotiations are unsuccessful with the top-
ranked firm, staff shall terminate negotiations and initiate presentations with the second-and third ranked
firm, and so on, until an agreement is reached.

A ward of Engineering Services for SR 50 Utility Relocation to the top-ranked firm recommended by the
Selection Committee.
BACKGROUNDffiISCUSSION
_ compliance with State Statute Section 287.055 (CCNA Act) and policies and procedures of the City ofOcoee
Purchasing Code Chapter 21, a Request for Qualifications (RFQ) was advertised with the intention to award a
contract to one (1) qualified professional engineering firm. The selected firm will provide stormwater, potable
water, and sanitary sewer relocation design services associated with widening of State Road 50 from the Western
Beltway (SR 429) to Good Homes Road. The City of Ocoee is being required to vacate the State right of way in
order to make room for roadway improvements scheduled at an unknown pointing the future. The Florida
Department of Transportation has already begun condemnation proceedings on several City-owned properties
and easements.
The Finance Department reviewed the qualification packages and all were considered responsive. Complete
copies of all qualification packages are available in the Finance Department for your review. The qualification
packages were evaluated by the RFQ Selection Committee, which consisted of four (4) members: David
Wheeler, City Engineer; Steve Krug, Public Works Director; Charles Smith, Utilities Director; and Rusty
Johnson, City Commissioner.
The public RFQ Selection Committee meetings were held on November 12, 2007 and December 10, 2007 to
evaluate the eleven (11) responses and shortlist to the top three. The Selection Committee identified and ranked
the firms on specific evaluation criteria. The Selection Committee recommends contracting with the top-ranked
firm. The Respondents and their rankings are as follows:

Dear Selection Committee Members:
Thank you for the opportunity to submit our qualifications to the City of Ocoee for engineering services for
the SR 50 Utility Relocation project. CPR has the expertise and personnel to provide cost-effective and
responsive services to the City on this project. CPR has recently completed the design of a similar project on
another portion of S.R. 50 for Orange County Utilities. Our valuable experience makes CPR a clear choice for
the City of Ocoee. Our design team is led by Mr. Terry Zaudtke, P.E., BCEE as principal, Mr. David Mahler,
P.E. as project manager, and Mr. Jay Morris, P.E. as lead project engineer. All of whom have extensive
experience and are ready and available to work on this project. Please consider the following in your
evaluation:
CPR has staff members that are qualified to perform the work. Mr. Zaudtke has extensive utility design
experience through his past 32 years of professional history, where he has provided services on master
planning, roadway design, pipeline design, water/wastewater treatment plant design, and rate studies.
Additionally, Mr. Mahler has over 17 years of utility design experience and has worked in the Central Florida
area for most of his career. Mr. Mahler has his Bachelor's in Environmental Engineering from the University
of Central Florida and recently served as project manager for the relocation of approximately 13 miles of
water/forcemain along the S.R. 50 corridor for Orange COUI1ty Utilities. Further, Mr. Morris has over 10 years
of experience and has his Bachelor's in Environmental Engineering from University of Central Florida. The
team is supported by other qualified individuals such as Ms. Katriina Bowman, P.E., Mr. Gerald M. Cox,
CGC, CUC, Mr. Scott Breitenstein, P.E., Mr. David Gierach, P.E., and Mr. Lawrence Pultz, E.!. Additionally,
the team includes PSI (geotechnical and materials), MacTec (FDOT ROW Surveying), George F. Young
(offsite surveys and utility locate se~vices), and JPL Engineering (drafting services).
The staff is ready and available to assist the City. With three offices in the Central Florida area (Orlando,
Sanford, and DeLand), we have the manpower and expertise available for any size project. All of the team
leaders identified are located in the firm's Orlando office and all of the work will be performed out of that
office with constructability review and quality control/assurance support from the Sanford office. Our staff at
these three facilities totals over 180 personnel. Our company computer system is fully networked which
allows the quick and seamless interchange of data and work product.
CPR has an outstanding knowledge of the Project Requirements and is committed to meeting the
required time frames/schedule. The team has a wealth of resources and knowledge that will be applied to
this project. The team has the added value of having on-staff contractors (including utility contractors),
architects, landscape architects, engineers, and construction personnel that can help review projects from
various aspects. CPR has the staff and availability to deliver this project to the City in a timely manner. CPR
recently finished the first phase of a 3 phase, 13 mile utility relocation project for Orange County Utilities,
which was an expedited design process. The team was given a short time to accommodate two client-
requested design additions. These additions included the design of two new gravity collection systems, a
duplex pump station, and a triplex pump station. The CPR team, even with the additions, was still able to
meet the FDOT's strict deadline. We have attached our sample approach and work plan for this project in
Section 3 and our proposed schedule in Section 4.

Nearby Presence And A Commitment To Diversity: CPR has a nearby office staffed with qualified
personnel that will be able to provide responsive services. The team for this project is located at 1117 East
Robinson Street - Orlando, FL. The CPR team is dedicated to the utilization of M/WBE subconsultants and'
has successful past and current relationships with several firms in the area. CPR has a culturally and ethnically
diverse workplace from its owners to employees, and employs a workforce that is reflective of many
nationalities and cultures. CPR proposes to use JPL Engineering, a certified M/WBE firm. JPL has a strong
continuing working relationship with CPR, and we use JPL on several other projects.
Strong Client References and Experience. CPR has been providing services to numerous clients for many
years. CPR has provided similar services for over 25 years and recently finished design of the S.R. 50 Utility
project for Orange County Utilities. This recent and past experience allows the team to utilize the well
established relationships, information, and contacts the team has acquired to assure the best services for this
project. The CPR team has numerous years of experience from master planning to final construction. CPR is
currently ranked the 5th largest design firm in Central Florida (Ranked by the Business Journal) and is in the
top 500 in the United States (Ranked by ENR Magazine). This background, teamed with the extensive
knowledge of the personnel, will allow the CPR team to provide the City of Ocoee with on-time and winning

If the City of Ocoee elects to enter into a UWHC Agreement with FDOT, the utility relocation design must follow
FDOT's prescribed submittal process and submittal schedule. FDOT will establish a submittal schedule for Phase
II (60%), Phase III (90%), Phase IV (100%) and Specifications Review submittals that, upon completion, usually
coincide with the letting date of the overall roadway project.
In this case however, we have ascertained that this project is different. Based upon discussions with Mr. Lloyd
Gurr, PE, with Earth Tech, Inc., the overall roadway project manager and engineer of record, we understand the
current set of roadway plans (dated August 2005) are going to be updated and submitted to FDOT as Final Plans
by May 2008. FDOT then will "shelf' the Final Plans until such time as they can fund the construction of the
project. Although, FDOT would also prefer to receive Final UWHC Agreement utility relocation plans by May
2008, we believe FDOT would allow additional time for the City of Ocoee as it would have no affect on letting
the project. In addition, it has been our experience on several previous UHWC projects with FDOT, that they will
waive the Phase IV (100%) Submittal requirement provided the Phase II (60%) and the Phase III (90%) submittals
are thorough and of excellent quality. With this in mind, and by applying the City's anticipated Contract Award
by the City Commission date of December 2007, we are confident we can complete the City's utility relocation
project to the satisfaction ofFDOT's required schedule.
