HomeMy WebLinkAbout10-23-2007 Minutes MINUTES OF THE CITY OF OCOEE CODE ENFORCEMENT BOARD MEETING OCTOBER 23, 2007 CALL TO ORDER Chairman Godek called the regular meeting of the Ocoee Code Enforcement Board to order at 7:00 p.m. in the Commission Chambers at City Hall. Member Hopper led the Invocation and Member Ballard led the Pledge of Allegiance to the Flag. The roll was called and a quorum was declared present. PRESENT: Chairman Godek, Members Ballard, Hopper, M. Godek, and Lowery. Also present were Code Enforcement Supervisor Loeffler, Code Enforcement Officer Siegrist, Code Enforcement Officer Delgado, Permitting Clerk Everett, Attorney Sneed, and Recording Clerk Moseley. ABSENT: Vice-Chair Chancey and Member Stanley were absent excused. GUESTS: None. Permitting Clerk Everett administered the oath to Code Enforcement Officer Loeffler, Code Enforcement Officer Siegrist, Code Enforcement Officer Delgado and anyone intending to speak regarding a case. CONSENT AGENDA ALL MATTERS LISTED UNDER THE CONSENT AGENDA ARE CONSIDERED ROUTINE BY THE CODE ENFORCEMENT BOARD AND WILL BE ACTED UPON BY ONE MOTION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS DISCUSSION IS DESIRED BY A MEMBER OF THE BOARD, IN wmCH CASE THE CHAIRMAN WILL INSTRUCT THE BOARD CLERK TO REMOVE THE ITEM FROM THE CONSENT AGENDA AND SUCH ITEM WILL BE CONSIDERED SEPARATELY. The property was re-inspected and as of October 9, 2007, the property was in non-compliance. He stated the property owner was working with the Building Department trying to pay for the permit and provided a letter from the engineer. The letter confirms they are working on the drawings for the residential addition and expect to complete within 2-3 weeks. James Rogers, respondent, apologized for not taking the advice of the board last time when they told him it would take 4-6 weeks. He is working with an architect and said he would take it down if it is not done within 2-3 weeks from today. Officer Siegrist Officer Siegrist gave a detailed history of the case and provided exhibits. The property was re-inspected and as of October 23, 2007, the property was in non-compliance. Member Hopper asked if the property was vacant. Officer Siegrist said it was vacant and surrounded by a 6 ft. wooden fence around it, along with a screen enclosure, both intact and Page 3 of7 Code Enforcement Board Minutes October 23, 2007 safe. He stated it had been a phoned-in complaint and since then the grass had become overgrown. He said one neighbor offered to mow the yard, but the owner was not responsive. Member Ballard. seconded bv Member M. Godek. moved in Case Number 07-187 to find the respondent in violation as cited as of Sevtember 13. 2007. and be given until November 5, 2007, to come into comvliance or forfeit $150 a dav thereafter. Motion carried unanimouslv. Member Hopper asked if the City could abate the problem. Code Enforcement Supervisor Loeffler said our ordinances allow us to enter the property if it is a health hazard. Member Lowery said the City could go in and shock the pool before the next meeting. Member Hopper thought it would be best to hold off and pay attention to the status next month. She further stated the property is in non-compliance as of October 3, 2007. The City abated the problem, bringing the property into compliance as of October 21,2007. The cost of abatement was $300. COMMENTS Member Hopper wanted to recognize the City for Founder's Day and all the hard work of the volunteers and staff who participated. He thought this year was the best Founder's Day of all and he thoroughly enjoyed it. Code Enforcement Supervisor Loeffler thanked all the citizens for coming into compliance; it was very nice to see.
