Background Summary: Mr. Vernard Batson, representative for the Black History Committee of Orange County, attended the December meeting of the Human Relations and Diversity Board asking for City support of their 6th Annual Black History Month Gala to be held March 8, 2008. The theme of this year's Gala will be stopping violence and their keynote speaker will be Dr. Alvin Poussant, Professor of Psychiatry and Faculty Associate Dean at Harvard Medical School. Mr. Batson stated that the City of Ocoee had supported their event last year by contributing $1,000 and he was requesting their assistance this year. For the amount of $1,000 the City would receive six (6) tickets to the gala and their name on the table and in the souvenir book. He said a Commissioner had suggested he bring his request to the HRDB, rather than going through the Community Grant Review Board. The Human Relations and Diversity Board made a unanimous motion to recommend to City Commission that the City supports the efforts of Mr. Batson's committee again this year. CITY OF OCOEE MINUTES OF HUMAN RELATIONSIDIVERSITY BOARD REGULAR MEETING HELD DECEMBER 6, 2007 I CALL TO ORDER Vice-Chairperson Dillard called the meeting to order at 6:50 p.m. in the Commission Conference Room of City Hall, 150 North Lakeshore Drive. She then led the Pledge of Allegiance. The clerk called roll and declared a quorum present. PRESENT: Vice-Chairperson Dillard, Members Alston, Dabbs, Fazio, Fleming, Garland, Maxwell, and Oltman. Also present was Records Coordinator Moseley. ABSENT: Staff Liaison Jim Carnicella. Because of the availability of the chosen venue, the event would be held on Saturday, March 8, 2008. He gave some history of the event and the many issues of importance they have focused on, such as closing the healthcare gap, homelessness, and education. The theme of this year's Gala will be stopping violence and their keynote speaker will be Dr. Alvin Poussant, Professor of Psychiatry and Faculty Associate Dean at Harvard Medical School. Mr. Batson stated that the City of Ocoee had supported their event last year by contributing $1,000 and he was requesting their assistance this year. He said a commissioner asked him to take his request to the HRDB, rather than going through the Community Merit A wards Review Board. Vice-Chair Dillard informed him that their board does not have designated funds to give out. Member Dabbs inquired about the cost of an individual ticket to the Gala and said he might interested in purchasing one himself, as well as other members of the board. Mr. Batson was not sure but said he would find out, last year the tickets sold for $50. Member Fazio. seconded bv Member Oltman, moved to recommend to Citv Commission that the Citv support the efforts of Mr. Batson's committee. Motion carried unanimous Iv. S '. h-, @; C> (Nt c{ The Black History Committee of Orange County (BHCOC), Inc., invites City of Ocoee to participate in our Sixth Annual Black History Month Gala and Celebration on Saturday, March 8,2008, at the Rosen Centre Hotel, 9840 International Drive, Orlando, The Reception starts at 6:00 p.m., and the Gala at 7:00 p.m. At each Gala, the BHCOC addresses an important issue in the African American Community. This year's theme is "Stopping Violence: Raising Nonviolent Children". Our keynote speaker will be Dr. Alvin Poussaint, Professor of Psychiatry and Faculty Associate Dean at Harvard Medical School. Dr. Poussaint is a Distinguished Life Fellow of the American Psychiatric Association, a member of the American Academy of Child & Adolescent Psychiatry, and a fellow of the American Association for the Advancement of Science. He has received numerous awards, including Harvard School's Dean Millennium Award in 2001, and is the recipient of many honorary degrees. As a script consultant to two of the most popular and groundbreaking television programs, The Cosby Show, and its spin-off, A Different World, Dr. Poussaint was hired by Bill Cosby to review scripts and provide consultation on psychological and educational issues to screen out inappropriate humor. Prior to Dr. Poussaint's speech, there will be an Information Fair with agencies providing information on programs and services for combating adolescence violence. The BHCOC wants to provide access to this information for African Americans in Central Florida. Awards will be given to individuals in Community Service, Education, and Humanitarianism. A portion of the Gala's proceeds will be distributed evenly among 1) Valencia Community College, 2) University of Central Florida, and 3) Florida A & M University (Tallahassee). Valencia Community College and University of Central Florida receive financial support yearly from BHCOC. Florida A & M University will be replaced by Bethune Cookman University (Daytona Beach) in 2009; Edward Waters College (Jacksonville) in 2010; Florida Memorial University (Miami) in 2011; and back to Florida A & M University in 2012. Scholarships will be based on fmancial need and academic achievement and awarded to African American Students graduating from Orange County Public High Schools. In 2007, the BHCOC awarded $30,000 ($10,000 to each institution) in scholarships to Florida Memorial University, Valencia Community College, and University of Central Florida, respectively. With the awarding of scholarships at the Gala, the BHCOC will surpass $100,000 in only five years. Enclosed is a Corporate Sponsorship Form for your participation. J City Commission Regular January 16, 2007 Apopka agree with the concept of creating a Taxing Authority, and the motion was rephrased to reflect that condition. Commissioner Hood asked if we had seen their budget. Assistant City Manager Croteau said she does not believe it has been done, but felt it was important that we do that. Vote was taken on the motion. Motion carried 4-1, with Commissioner Hood opposed. Assistant City Manager Croteau asked if this money should be taken from the Contingency Fund. Mayor Vandergrift said that the City Manager can review it and advise where the money should come from. Boy Scout Troop 766- Assistant Scout Master of Boy Scout Troop 766 introduced some of the scouts and said they are working on the citizenship and community merit badge. They met with the Mayor before the meeting and interviewed him. Black History Committee of Orange County - Vernard Batson said they are preparing for their 5th Annual Banquet and would like the City of Ocoee to support them. Commissioner Johnson said he would like to have them go through our Human Relations Diversity Board before he agrees to fund their event. Assistant City Manager Croteau said that he should contact Joy Wright next year and go through the community grant awards. Commissioner Anderson, seconded by Commissioner Keller moved to purchase a Silver Membership for $1,000, which includes six seats at the banauet and advertising in their brochure. Motion carried 4-1, with Commissioner Johnson opposed. Ocoee High School Drama Club Members of the Ocoee High School Drama Club gave a history of what they have done, how they have raised funds so that they can perform plays, and how they have had trouble raising enough money to cover the costs of their productions. Two students performed for the Commission and Public. Commissioner Anderson, seconded by Mayor Vandergrift moved to grant $500 to the Ocoee High School Drama Club, to be taken from the Commission Contingency fund. Motion carried 5-0. I C.
