Subject: Charter Schools USA Phase 2
Background Summary:
Last fiscal year the City Commission engaged Charter Schools USA to conduct a study on the feasibility of
operating a Charter School in the City of Ocoee. Charter Schools USA completed that phase of the work and has
presented their initial findings to the City Commission.
At the December 4, 2007 City Commission Meeting the Commission further discussed the possibility of operating
a Charter School in Ocoee. The consensus from that discussion was that the City needed to open dialogue with
the Orange County School Board regarding the possibility of opening a Charter School, or converting an existing
school to a charter school, within the City of Ocoee. The Commission also agreed that further community input
and communication would be needed. Based on that discussion the Commission voted unanimously to have the
City Manager bring back a proposal from Charter Schools USA to have them conduct community meetings and to
have Charter Schools USA meet with the Orange County School Board about the possibility of a Charter School
in the City of Ocoee.
The proposal for the second phase of Charter Schools USA's work is attached. All work would be done on an
hourly basis. Charter Schools has proved their standard rates but is offering a discount of 25% off these rates for
this phase of the project. Charter Schools USA will not perform any work unless authorized by the City to do so.
Staff anticipates the cost for this phase of service will not exceed $20,000. Money will be taken from contingency.
Issue:
Should the City engage Charter Schools USA for a second phase of the Charter Schools Feasibility Study?
Recommendations
Staff recommends approval of the Contract with Charter Schools USA and authorization for the Mayor to sign the
contract. Staff further recommends the moving of funds from Contingency to cover the cost of this phase of the
project not to exceed $20,000.

Proposal for Phase 2 Services
Scope of Services
This attachment defines the contracted scope of work for the second phase of services for
determining the feasibility of operating a charter school in Ocoee, and interfacing with
the public and school board members as requested by the City. This phase of services
builds from the recommendations provided in the Feasibility Study delivered in
November 2007 and may include:
. Coordinate and conduct meetings with Orange County School District officials to
evaluate options (estimated 15-20 hrs)
. Support the development of a Steering Committee of community leaders to
support charter school development in Ocoee (estimated 20-30 hrs)
. Conduct community outreach events to educate and recruit residents (estimated 8
hrs per event)
. Other tasks as assigned
Fees
The table below outlines the hourly rates agreed upon between CSUSA and the City in
the master contract. For this phase of services, CSUSA will bill the City based on actual
hours worked, CSUSA will await authorization from the City for any specific tasks
assigned for Phase 2 services prior to engaging in any work.
CSUSA will provide a 25% discount from the standard hourly rates below for this phase
of services.
