Background Summary:
Per Florida State Statutes 932.7055 .....any local law enforcement agency that acquires at least $15,000.00 pursuant
to the Florida Contraband Forfeiture Act within a fiscal year must expend or donate no less than 15 percent of such
proceeds for the support or operation of any drug treatment, drug abuse education, drug prevention, crime
prevention, safe neighborhood, or school resource officer program(s).

t is recommended that the Honorable Mayor and Board of City Commissioners authorize the Police Department to
expend and! or grant forfeiture funds to law enforcement related uses/ charities as follows: $1,500.00 to Central
Florida Police Athletic League; $1,500.00 to A Child Is Missing; $1,500.00 to Spouse Abuse Inc. Harbor House;
$1,500.00 to Orange County Sexual Assault Treatment Center; $1,500.00 to Orange County Victim Services
Center; $1,500.00 for bicycle helmet purchase; $2,000.00 to the City of Ocoee Safety Spring Fling; and $2,500.00
to the Ocoee Police Explorers.

Financial Impact:
A total of $13,500.00 from the Police Forfeiture account. During Fiscal Year 06107, the Police Department
acquired approximately $69,984.26 (15% of which would be $10,497.64). There is approximately $200,000.00 in
this account.

Approval to Expend and! or Grant Forfeiture Monies to Law Enforcement Related Uses and
Charities
ISSUE
Should the Honorable Mayor and Board of City Commissioners authorize the Police Department
to expend and/ or grant forfeiture funds to law enforcement related uses and charities?
BACKGROUND/DISCUSSION
Per Florida State Statutes 932.7055 ".. . any local law enforcement agency that acquires at least $15,000.00
pursuant to the Florida Contraband Forfeiture Act within a fiscal year must expend or donate no less than 15
percent of such proceeds for the support or operation of any drug treatment, drug abuse education, drug
prevention, crime prevention, safe neighborhood, or school resource officer program(s). The local law
enforcement agency has the discretion to determine which program(s) will receive the designated proceeds."
During Fiscal Year 06/07, the Ocoee Police Department acquired approximately $69,984.26 (15% of which
would be $10,497.64). The Department is requesting to expend/grant a total of $13,500.00. There is
approximately $200,000.00 in the Police Forfeiture account.
The Ocoee Police Department would like $1,500.00 to purchase bicycle helmets to be distributed by the
Department's Crime Prevention and School Resource Officer unit to children in need; transfer $2,000.00 to the
City ofOcoee Safety Spring Fling event; and transfer $2,500.00 to the Ocoee Police Explorers. Because of the
services they provide to the Department and the community and because duplication of some of these programs
by the Ocoee Police Department is not possible, the Ocoee Police Department recommends grants to the
following non-profit organizations:
$1,500.00 to Central Florida Police Athletic League, a non-profit organization working with law enforcement
that helps keep youth crime and drug free; $1,500.00 to A Child Is Missing, a public/private partnership, devoted
to assisting law enforcement in search and recovery efforts of missing children, elderly, and disabled persons
and notifying the public about sexual predators; $1,500.00 to Spouse Abuse Inc. Harbor House, the domestic
violence shelter and assistance center for Orange County; $1,500.00 to the Orange County Sexual Assault
Treatment Center; and $1,500.00 to the Orange County Victim Services Center.
