Background Summary:
The Collective Bargaining Agreement governs the terms and conditions of employment for Fire Department
Employees covered under the IAFF Union. The current Collective Bargaining Agreement is for a period of 3
years (October 1,2005 to September 30, 2008).
Issue:
To increase the Paramedic Incentive Pay from 5% of salary to $6,750.00 per year effective January 2,2008.
Recommendations
It is the recommendation of staff that the attached Memorandum of Understanding be approved as an
addendum to the Collective Bargaining Agreement through September 30, 2008.

MEMORANDUM OF UNDERSTANDING
The following Memorandum of Understanding is entered into between the City of Ocoee,
Employer and the IAFF Local 3623, hereinafter referred to as the "Parties". It is the understanding
of the Parties, this Memorandum of Understanding (MOU) effects a limited number of employees
represented by the IAFF Local 3623 and is not to be intended or interpreted to extend any new or
additional benefits to employees not specifically mentioned below. This M.O.U. shall be effective
after the IAFF Local 3623 ratifies the same and on the date the City of Ocoee Commission agrees
the same. This M.O.U. shall remain in effect until September 30,2008 or until the terms are
negotiated and contained in a successor agreement to the present collective bargaining agreement in
effect from October 1,2005 through September 30,2008.
The terms of this M.O.U. are as follows:
Employees covered by the present Collective Bargaining Agreement (CBA) and who are
dual certified fire fighter/paramedics (paramedics who are approved for full status by the Orange
County Medical Director) and who accept assignments to perform Advanced Life Support functions
shall receive incentive pay equaling $6,750.00 annually ($2.32 p/h).
. In accordance with the above, the present paramedic step plan including pay grades 11, 13
and 15 shall be eliminated. The incentive for paramedics will be a total of $6,750.00 and as
described above.
. Any paramedic who initially accepts an ALS assignment and subsequently refuses future
assignments shall forfeit the incentive pay.
. The City agrees to add to Section 25.3 of the CBA - Medical Examinations, Hepatitis A
series immunizations. If the City provides annual medical exams before September 30, 2008
or if a successor agreement is negotiated (ratified and approved) the parties will have
negotiated the details of this issue.
. The city agrees to justly compensate those Paramedics for services already provided retro
back to the date of the program inception (Jan. 02,2008)
The above constitutes the entire agreement between the Parties and if ratified by the IAFF
Local 3623 and approved by the City Commission, the terms shall remain in effect until September
30, 2008 or until a successor agreement is approved.
