I Background Summary:
The Community Grant Review Board consists of five members approved by the City Commission. The
purpose of the Community Grant Review Board is to review grant applications submitted from non-profit
organizations as part of the City's Quarterly Community Grant Program (formerly the Community Merit
Awards Program). The CGR Board reviews the grant applications and they forward their funding
recommendations to the City Commission.
The Community Grant Review Board held a workshop on June 23, 2008 to discuss amending their bylaws.

The Community Grant Review Board voted to add the following language to their bylaws:
· Change "Community Merit Awards Board" to "Community Grant Review Board"
· "Groups that are eligible to apply for a grant are Ocoee non-profit organizations and civic groups,
and non-profit organizations and civic groups outside the City limits which benefit residents of
Oeaee."
· "Only one entity from each organization is eligible to apply for a grant, per cycle."
Issue:
Should the Mayor and Commissioners approve the recommended updates to the Community Grant Review
Board's bylaws?
Recommendations:
Staff respectfully requests that the Mayor and City Commission approve the Community Grant Review
Board's recommendation to amend the language in their bylaws.

MINUTES OF THE CITY OF OCOEE
COMMUNITY GRANT REVIEW BOARD WORKSHOP
HELD JUNE 23, 2008
CALL TO ORDER
Chairman Sills called the workshop of the Community Grant Review Board to order at 6:20
p.m. in the Commission Conference Room at City Hall. Chairman Sills declared a quorum
present.
PRESENT: Chairman Jim Sills, Members Kristine Bauske, Laurie Nickels and Rosemary
Wilsen. Also present was Community Relations Manager Joy Wright.
ABSENT: Member John Grogan
I Summary of motions made
Member Wi/sell, seconded by Member Bauske, moved to recommend to the City Commission
approval to delete Grant Criteria item #9 on the grant brochure. Motion carried 4-0.
Member Nickels, seconded by Member Wi/sell, moved to recommend to the City Commission
approval to add the following language to the CORE Bylaws and ffrant application: "Only one
entity from each organization is eligible to apply for a ffrant, per cycle. " Motion carried 3-1,
with Chairman Sills opposed.
Member Bauske, seconded by Member Wi/sell, moved to recommend to the City Commission
approval to add the following languaffe to the grant application: "Please provide an itemized
cost estimate for items you plan to purchase." Motion carried 4-0.
Chairmall Sills, seconded by Member Bauske, moved to recommend to the City Commission
approval to have the Community Relations Division stop mailing "notification of grant cycle
openinff" letters to the various area organizations. Community Relations will continue to send
out news releases and articles to the West Orange Times to advertise the openinff of the grant
cycles. Motion carried 4-0.
I Additional changes discussed and approved:
Add to grant brochure under Grant Criteria, item #9:
"Applications must be specific and clear enough for the CGRB to evaluate."
Add the following questions on the grant application:
How much money does your organization receive from your primary funding source each year?
How many members, volunteers and/or paid employees does your organization have?

Add under Staff Use Only: Non-profit status: on file / attached
Delete the question: Were you successful?
Add additional verbiage to the Bylaws, under Purpose on page 3. This verbiage was approved
by the City Commission: "Groups that are eligible to apply for a grant are Ocoee non-profit
organizations and civic groups, and non-profit organizations and civic groups outside the City
limits which benefit residents of Ocoee."
OTHER ITEMS DISCUSSED:
Member Nickels brought it to theCGRB's atten.tion thaLa Vice Chair needed to be elected at
the next CGRB meeting. Mrs. Nickels said.the CGRB does not currently have a Vice Chair.
She stated that when the previous Vice Chair Max Jacobs resigned the Vice Chair position
remained vacant. The CGRB agreed to elect a Vice Chair at the July 23, 2008 meeting.
Member Wilsen inquired about the Ocoee Police Department D.A.R.E. program receiving a
$500 grant. Mrs. Wilsen stated she believes a city department that receives funding in the city
budget should not be eligible to receive a community grant. She asked if the D.A.R.E. program
is listed as a non-profit organization. Mrs. Wilsen said the bylaws state that organizations must
be non-profit to be eligible to receive a grant. Staff Liaison Wright was directed to find out if
D.A.R.E. has a non-profit status, and to confirm if the schools and libraries are listed as non-
profit, or are they listed as tax exempt?
The CGRB would like to meet at 6:30 p.m. prior to the regular 7:00 p.m. meeting on July 23.
Staff Liaison Wright was directed to get clarification on what the CGRB can and cannot discuss
during this meeting.
